ROLL CALL Chair Lois Sherwood 'called the meeting to order at 7:00 p.m. Other members present were Ernie Baird, Cindy Thayer, Mark Welch and Bob Rickard. Karen Erickson was excused. Randy Maag was not present. Also present were. staff members Dave Robison, Dennis McLerran and Katherine Johnson. tIÞ II. Environmentally Sensitive Areas Ordinance, Draft #8 1. Overview of July 15th Public Meeting Robison addressed some of the comments from the previous meeting. First, the commission discussed the reference to "rapid growth" in the ,ordinance. Robison said that in the last few years Port Townsend has seen a five percent growth rate. McLerren said most communities aim for one to two percent. Some discussion ensued over the appeal process, safeguards to applicants from excessive submittal requirements and bonding issues. Discussion then followed over several issues raised by letters from citizens. These included the appeal fee, notice to title requirements, language clarifications and several other concerns. Robison also addressed a public testimony comment from the July 15th meeting regarding why the city does not use the Department of Ecology buffers in our model ordinance. Robison said proposed buffers are smaller than Department of Ecology buffers due to the unique platting problem in Port Townsend. If the buffers were too wide, there would be a problem in allowing a reasonable use on many lots in town. A recommendation on this issue will be made at the next meeting. . 2. Commission Discussion The Commission briefly discussed and clarified a number of statements in the ordinance. A..l·' . . . I ¡; . Planning Commission July 14, 1992 Page 2 The commission then briefly discussed a memo on the administrative process of this ordinance, as drafted by Michael Hildt.
