ROLL CALL Chair Lois Sherwood called the meeting to order at 7:04 p.m. Other members present were Ernie Baird, Cindy Thayer, Mark Welch and Bob Rickard. Also present were staff members Michael Hildt, Dennis McLerran and Katherine Johnson. II. APPROVAL OF MINUTES -- 5-14-92, 5-28-92,6-25-92, 7-9-92 and 7-16-92. Ms. Thayer said there needs to be a correction in the minutes of 5-14-92: Dr. McCarron's name was spelled wrong. Ms. Thayer moved that the minutes be approved as corrected. Rickard seconded. All were in favor. III. COMMUNICATIONS Sherwood noted commissioner Randy Maag's letter of resignation. IV. OLD BUSINESS , , A. Short Plat Application, #9204-01, Andrew and Erica Thurston Sherwood stated that the commission had received a letter from the applicant requesting continuation of the hearing until a new ordinance regarding short and long plats had been reviewed and approved by the Planning Commission and City Council. Thayer moved to continue the Thurston short plat application to October, 29, 1992. Rickard seconded. All were in favor. B. Sign Code Ordinance Amendment 1. Staff Report (Hildt) Hildt reviewed the 1991 sign code ordinance regarding conformance deadlines for nonconforming signs. He stated that the proposed ordinance would make the conformance deadline the same for all nonconforming signs, regardless of the date of the ordinance which made the sign nonconforming. 2. Public Testimony Aaron Sheffler, Sea Galley, said he is in favor of anything that allows him to keep his signs up longer. He said he thinks the six year amortization period is reasonable. x~~~ ~~~.\".q . . .. '. Denny Levine, owner of Key City Lanes, said he is in favor of the amendment. He said the new sign code doubles his allowable sign area. He said the amendment would give him some time to work out a solution. Mr. Rickard moved to recommend this proposed ordinance to City Council. Welch seconded. Roll was called and all were in favor. C. Environmentally Sensitive Areas Ordinance 1. Introduction (Hildt) Sherwood complimented Planner Dave Robison for all of his work on the ordinance, especially his personal response to each of the citizen letters. Hildt said he would write a letter of commendation. City Attorney Dennis McLerran reviewed the changes in Draft 9 of the ordinance including clarifications regarding exemptions for utility repairs, maintenance for existing roads and storm drainage facilities (also exempt under the State Environmental Policy Act) and other clarifications. The commission requested a few other language changes for consistency throughout the ordinance. The commission discussed the options for buffer zones around environmentally sensitive areas and decided to recommend option one, the larger buffers. Janeen Hayden distributed copies of her letter discussing Category Two wetlands. Thayer said she was not comfortable discussing this issue since public testimony has been closed and that Ms. Hayden will have the opportunity to raise this issue at a City Council public hearing. After some discussion Thayer recommended approval to the City Council of Draft 9 of the Environmentally Sensitive Areas Ordinance with the corrections. Welch seconded.
