Meeting of 27 August 1992
I. ROLL CALL
Chair Lois Sherwood called the meeting to order at 7: 02 p.m. Other
members present were Mark Welch, Karen Erickson, Cindy Thayer and
Bob Rickard. Ernie Baird was excused. Also present were staff
members Darlene Bloomfield and Katherine Johnson.
II. APPROVAL OF MINUTES: August 13, 1992
Rickard moved to approve the minutes with correction of the
spelling of Janeen Hayden's name. Thayer seconded; all were in
favor.
III. COMMUNICATIONS
Bloomfield announced the addition of planner Kit Perkins to the
Planning and Building Staff.
IV. OLD BUSINESS
A. Variance Application #9207-05, Fred Kimball
1. Staff Report (Bloomfield)
Bloomfield read the staff report and Draft Findings of the
Commission, recommending approval of the setback variance.
2. Public Testimony
Fred Kimball, applicant, said he had been prepared to build
according to the P-1 setbacks until Liz Berman received her setback
variance. Berman owns land adjacent to Kimball's. Mr. Kimball
said he would like the R-1 setbacks to gain some distance from Ms.
Berman's proposed residence.
2. Committee Report
Erickson said she had no reason to oppose the application; there
was no discussion.
3. Commission Discussion and Conclusions
Erickson moved to recommend this application with one grammatical
correction (noted by Rickard) for approval to the City Council.
Rickard seconded. Roll was called and all were in favor; the
motion carried.

Joyce Larson, applicant, said she would like to bring the existing
nonconforming structure up to code and the most cost effective way
would be to rebuild it where it is now located.
3. Committee Report
Rickard asked what the "undefined" term referred to on the
assessor's map. Thayer said it is possible the county did not know
who owned that piece of land at the time of mapping. Bloomfield
said she understood from the assessor that this land may never have
been previously platted. Rickard said he was in favor of the
application. Thayer said the same.
4. Commission Discussion and Conclusions
Thayer moved to recommend this application for approval to City
Council. Welch seconded. Roll was called and all were in favor;
the motion carried.
V. NEW BUSINESS: None.
Erickson asked for the letters from Thomas Majhan and Malcolm
Harris regarding the Thurston Short Plat application.
Erickson also stated that there is not a walkway along the sewage
treatment construction site along Kuhn Street. Bloomfield said she
would look into it and that she recalled the Public Works
Department was going to look into having the school bus travel up
Kuhn Street to pick up the children.
