ROLL CALL Chair Lois Sherwood called the meeting to order at 7:07 p.m. Other members present were Lisa Enarson, Ernie Baird, Karen Erickson, Cindy Thayer and Bob Rickard. Also present were staff members Dave Robison and Katherine Johnson. II. APPROVAL OF MINUTES: April 15, 1993 Erickson moved for approval with one correction. Rickard seconded. All were in favor; the minutes were approved as amended. III. COMMUNICATIONS Robison noted the memo from City Attorney Dennis McLerran regarding the Appearance of Fairness Doctrine. A brief discussion followed. IV. OLD BUSINESS A. Gateway Development Plan 1. Planning Commission Discussion Erickson stated that she would like it clarified that the City did know that jersey barriers were going to be put in place prior to the State erecting them along the bluff on Sims Way. She said this was not clear from the last Planning Commission workshop meeting. Rickard said he would like to emphasize to the public that the Gateway Plan is a guideline for change; it is not a requirement for change. Some discussion ensued regarding the Design Guidelines. Robison stated that the Plan proposes that compliance with the guidelines be voluntary, but the Planning Commission could recommend or City Council could require that the guidelines be mandatory. Thayer and Erickson noted that although the guidelines could be adopted as voluntary, they could at some future date become mandatory. Discussion ensued regarding the Local Improvement District component of the plan. Robison Copied to PCC~; $- tf-93 ~. · · · " .. Planning Commission Minutes of April 29, 1993 Page 2 said that certain roadside improvements, especially access issues, must be designed in accordance with state law. Rickard suggested that a chapter be included in the plan to succinctly state how properties would be affected by the Plan. The commission then proceeded to review the Plan, page by page, and highlighted several issues for further consideration. Robison distributed a letter addressed to Mayor John Clise and Public Works Director Bob Wheeler from the Association of Washington Cities regarding state requirements for consolidated accesses along state rights-of-way. A brief discussion followed. Robison said the City had asked for approval on the plan from the State Department of Transportation so that the City could ensure that the plan, as drafted to date, was consistent with state law. The State has approved the plan. Rickard suggested that the requirement for crosswalks to have special paving be deleted. He said he thinks more design decisions should be left up to individual property owners so that uniqueness and not sameness is encouraged. The commission concurred. Some discussion ensued concerning the possibility of a traffic signal at Sims Way and Sheridan versus the option of realigning the intersection. The commission continued to highlight issues that they would like to consider at future meetings. Erickson discussed an August, 1991, memo from Don Stastny regarding the Kearney/Sims/Washington intersection. Robison said he would copy this memo for the full commission's consideration at the next meeting. Some discussion ensued regarding possible uses in the proposed Flex Zone. The commission also stated that they would like to revisit the placement of jersey barriers along Sims Way. 2. Audience Questions and Answers Frank Norwood, 320 Wilson, said he would like clarification on the assessment for improvements of property owners within 200 feet of Sims Way. Robison said that is not contained in the plan, as drafted. Dorothy Hunt, 1010 Sims Way, read a letter from Byron Swigart. Hunt then went on to say that she supports most of the plan, however she does not think that bicyclists should be allowed on Sims Way, but rather they should be diverted to 19th Street. She said she is also concerned about the sewer line and drainage line that abuts her property. She would like to know how C"'onied to pCO~M 1'" y'l-q3 It; . Hunt also said the general population and not just the adjacent property owners should pay for improvements. Gerald Hunt, 1010 Sims Way, said he too is concerned about the large sewer and drainage lines near his property and the affect widening Sims Way would have on these lines. Patty Sullivan said that Sims Way and Washington intersect at Kearney, not Water Street and Washington Street. Sullivan also stated that she the opposes the "sameness" she thinks the plan proposes. In response to the Hunts' concerns, Robison said that most sewer lines are under roads currently, so the subject sewer line would likely not be affected. He said drainage would be looked at during the engineering stage of the project to widen Sims Way. Harold Martin, 919 Sims Way, said it is currently illegal for him to make a left hand turn across traffic into his property. He said he is in favor of a turning lane so that he may have legal access to 'his property. He said he opposes allowing bicyclists along Sims Way. · David Green, 902 Sims Way, complimented the amount of time that has been spent to date on the Gateway Plan. Green said he does not think the public notice for the workshops has been adequate. He also asked why the city is pushing a Gateway Plan. Why not begin with one or two components, he asked. Thayer clarified that this is a workshop meeting and not a public hearing. She stated that there will be public hearings which will be properly noticed. Erickson also stated that the workshops have been covered in the Peninsula Daily News, and Robison added that articles and notice of the workshops have also been included in The Leader. Robison said the city cannot afford the substantial mailing costs to notify 200 hundred or more individuals for every workshop meeting. The next Gateway Plan workshop was scheduled for May 27, 1993.
