MINUTES
Business Meeting
September 30, 1993
I. Roll Call: Chair Lois Sherwood called the meeting to order at 7:00p.m. Present were
commissioners Enarson, Thayer, Erickson, Sherwood, and Baird. Rickard entered the meeting
at 7:02 p.m. Staffmembers Kit Perkins and Pia Boyer were also present.
II. APPROVAL OF MINUTES: September 9, 1993
Enarson made a correction on Page 3, under Committee Report. Enarson clarified that she
walked "in the area of the property. "
Erickson moved to approve the minutes as amended, and Welch seconded. All were in favor.
III. COMMUNICATIONS: Current mail

IV. OLD BUSINESS
A. David Green, Short Plat #9306-04
1. Commission review of changes to staff report
Thayer excused herself due to conflict of interest.
Erickson had a question on Page 7, about the access easement. Sherwood asked Green if he
would like to comment on the language on page 7 dealing with the access easement, specifically
the wording "non-exclusive."
David Green spoke before the commission, saying that the wording had been worked over by
his lawyer and he had no problem with it.
Erickson moved to accept the revision of Green Short Plat #9306-04, with new language as
added to Bloomfield Staff Report. Enarson seconded.
All in favor except for Rickard who abstained because he was not present during discussion.

interest exists, as she is an employee of the school district, as did Welch, whose wife is also a
school district employee.
1. Staff Report (Perkins)
Perkins read through the staff report for the commission, recommending approval as
conditioned.
Rickard asked why the conditions in the environmental checklist were included, as before they
have always been included by reference.
Thayer said that she saw no reason to go through and read the conditions in the checklist.
2. Public Testimony
David Werner, of Heery International said that he was available to answer questions.
3. Committee Report (Erickson/Baird)
· Baird said that it looks like a good idea.

Erickson said that she had one concern, and that is under "Transportation." She questioned why
the City Council felt there is a need to issue a sidewalk development plan that seems to be
conditioned along with approval. There has been a concern for years of safety of our children
walking to school. The school should definitely participate along with the City. She wondered
why this is put on the school's Conditional Use Permit. Rickard noted that there was no
requirement that a walkway be put in, only that it be in a long-range plan.
Perkins said that the City looked at attaching the construction of walkways to the permit in the
new SEPA ordinance, but realized that the school district isn't entirely responsible for
constructing sidewalks. Schools obviously have a huge impact on the safety of children on the
streets. Instead of requiring the school district to construct sidewalks, it is the goal of the City
to begin to set priorities for their development along with the development of the Transportation
Plan.
Baird said that the proposal seems straightforward and useful.
4. Commission Discussion and Conclusions
Baird moved that Conditional Use Permit 9308-02 be recomended to City Council for approval.
Rickard seconded. All were in favor.

1. Staff Report (Perkins)
Perkins read through the Findings and Conclusions, recommending approval to the commission.
2. Public Testimony
David Werner asked if the building had to be occupied within a year, or if the building permit
had to be obtained within a year. Perkins said that the building permit had to be obtained within
a year.
3. Committee Report (Rickard/Enarson)
Rickard suggested striking a redundant sentence, pointed out a typographical error on page six,
and asked a question about Exhibit D, Campus Site Plan, and Exhibit E, Parking Plan. An
access road seemed to be drawn through the middle of a building.
Werner clarified that the access road shown is the current road, and that the plan does not show
a proposed access road, coming off Blaine Street across what is now the middle of the field.
Rickard said that he would like to recommend that the parking plan be amended to show the new
access, and that it should be accurate by the time it gets to Council.
Enarson had nothing to add.
4. Commission Discussion and Conclusions
Erickson asked who is the acting Fire Chief. Perkins replied that Tom Aumock is, in Chief
Howard Scott's absence.
Rickard moved that the Planning Commission recommend to Council adoption of Conditional
Use Permit #9308-04 with the following changes: ommission of second sentence from Findings
of Fact #1, correction of spelling of "parallel" on page six, and that prior to receipt of this
matter by Council that the applicant provide an accurate parking plan showing the proposed
access drive.
Enarson seconded. All were in favor.
