Regular Meeting
December 9, 1993
I. ROLL CALL
Present were commissioners Erickson, Sherwood, Thayer and Welch. Dave Peterson, Kathleen Mitchell and
Bob LaCroix represented the City of Port Townsend. Staffmembers Darlene Bloomfield and Pia Boyer were
also present.
II. APPROVAL OF MINUTES: November 17,1993
Erickson moved, Welch seconded that minutes be approved as written.

IV. OLD BUSINESS

1. Staff report (Bloomfield)
Bloomfield reviewed the Findings of Fact and Conclusions as drafted by staff for Planning Commission
consideration.
Rickard entered the meeting at 7:04 p.m.
Thayer asked if Condition #2 should read "variance" instead of "conditional use permit." Bloomfield corrected
another typographical error in fmding #2. Other typographical errors were corrected.
Rickard asked if findings of fact number four could be changed, striking "view of mountains and ocean, "
replacing "ocean" with "strait."
Erickson asked why Condition #10 was needed. Erickson asked why putting in a 1500 square foot office
building was necessary; couldn't find it on any of the plans. Erickson asked why it was for 1.5 million.
LaCroix and Peterson clarified that the standpipe was to be 1 million, and had been downsized from SEP A.
Bloomfield clarified that the vault was to be accessory to the standpipe. LaCroix described the proposed vault
for the commission. It will be an underground vault with an 8 x 12 office building on top.
Sherwood asked what is the difference between a standpipe and a reservoir.
LaCroix said that if it's taller than it's wide, and above ground, then it's a standpipe.
Bloomfield read through the conclusions for the variance.

Rickard asked a question about the conclusions. Asked what "this title" refers to. Some discussion followed
and Bloomfield stated that the phrase would be replaced with "the Zoning Code. "
Thayer asked if adjacent property owners were notified, as there were no citizens present other than those
representing the City. Bloomfield said that yes, they had been.
2. Public testimony
Sherwood asked the applicants if there was any other information they would like to share with the commission.
Dave Peterson of CH2M Hill said that he did not have anything to say. Said that the purpose of the standpipe
was to increase the pressure of City water. It has been in the City's Comprehensive Plan to build a standpipe
for a number of years, and now that the Safe Drinking Water act has been passed, the time has come.
Bob LaCroix said that it's basically the only place, due to elevation and other concerns, that the city can build a
standpipe, and they already own the land.
3. Committee report (Erickson/Thayer)
Erickson said that Condition #10 doesn't seem necessary and could be taken out. Said that all the areas that
said "1.5 million gallons" should be changed.
LaCroix said that the state requires a certain water pressure, but they don't say how to get it; a standpipe was
the most economical way to get the water pressure required.
Erickson said that "overwhelming" seemed a little excessive with regard to public demand. "Overwhelming"
was stricken.
Thayer corrected another typographical error.
4. Commission discussion and conclusions
Rickard said that the water pressure without the standpipe is very low, his own water pressure is about 16
pounds.
LaCroix said that it will serve the area around the standpipe, but will help eventually out on the bluff after the
pipe system has been updated.
Welch asked what the elevation is at the site, and LaCroix responded 290 feet.
Thayer moved to recommend approval of Conditional Use Permit #9311-05, with typographical changes as
noted. Erickson seconded. A roll call vote was taken and all were in favor.
Thayer noted that the application numbers had been reversed on the agenda.
Erickson moved to recommend approval of Variance application #9311-04 with all changes as discussed to the
City Council. Thayer seconded. A roll call vote was taken and all were in favor.

V. NEW BUSINESS
Bloomfield said that to her knowledge, there was no new business, but mentioned several projects that may be
coming before the commission in the future.
Rickard said that the commission usually acts in a reactive mode, and that he would like to suggest that the
commission become more proactive, as in the future the commission will have to deal with the Growth
Management Act and other large projects. Rickard suggested discussing projects before they were brought
before the commission by the City, for example, mother-in-law apartments, to find out what is not known and
to come up with questions.
Sherwood said that looking at zoning issues is important.
Bloomfield said that Planning and Building Director Michael Hildt was planning to have the commission begin
work on several projects soon.
Thayer said that she had some concerns about making more demands on staff, and she wanted to see staff
delegate some background things to the commission.
Rickard said that it seemed to him that the commission could do things without staff assistance. Said that he
wanted to see through discussion what people's opinions were, what people did and didn't know, and that the
discussions could be held in the form of workshop meetings.
Erickson said that there were a number of Washington Cities seminars that the commissioners could attend.
Welch said that the commission should set goals, and go about the discussions in an organized manner.
Rickard said that as the council does, the Planning Commission was supposed to have a retreat, but did not. He
said that a retreat would be helpful to see the direction the commission would take.
Thayer suggested leaving January 13th open for a retreat. Bloomfield suggested scheduling Michael Hildt on
the agenda for the 13th to meet with the commission and help decide a time and subject for the commission.
Erickson thanked staff for forwarding an administratively-approved Conditional Use Permit for the
commission's reference.

Erickson moved to adjourn, and Rickard seconded. The meeting was adjourned at 7:40 p.m.
