Roll Call Chairman Ron Kosec called the meeting to order at 8:40 p.m. Other members present were Lois Sherwood, Karen Erickson, Sally McDole and Jim Taverankis. Also present was Planning and Building Director Michael Hildt. II. Reading and Approval of Minutes from previous Meeting Mr. Tavernakis moved to accept the minutes from the meeting of September 13, 1990. Ms. McDole seconded and all were in favor. III. Communications - None IV. Old Business - sign Code 1. Staff Review Mr. Hildt reviewed the notice requirements for an amendment to the zoning code. Tonights draft sign code was noticed in the legal notices of the Port Townsend Jefferson County Leader on september 19, 1990. The notification for the first of the sign code hearings was noticed in the Leader 14 days prior to that hearing. Mr. Hildt stated that he was confident that the legal requirements for notification had been met. He asked the Commission if they were comfortable from a policy standpoint. Mr. Kosec stated that the announcement for the meeting did not appear in the "Your Right to Know" column in the Leader this week. Some discussion followed over the possibility of continuing the hearing. Ms. Sherwood stated that many people are waiting for the outcome of the sign code to make decisions about their signs. Mr. Tavernakis asked Mr. Hildt if public testimony could be taken from those present. Ms. Sullivan stated that the hearing was not adequately noticed. She suggested that testimony be taken tonight and further testimony at a continued meeting. e e . . ... Planning commission Special Meeting - october 4 , 1990 Page 2 of 3 Ms. McDole stated that she felt it was not fair for the folkS who were not at this evenings meeting to have the hearing. She stated her feeling that another night should be scheduled. Mr. Hildt stated that another night could be selected and postpone the hearing. Mr. Tavernakis stated that he would like testimony now and at a later date. e Ms. Sherwood stated that the folks in the audience could be allowed to give short testimony tonight. Mr. Hildt suggested that the Commission take testimony from those who can not attend the future meeting. The commission discussed a possible future meeting date. Mr. Tavernakis suggested that the hearing be continued to October 11, 1990 since the notice has already appeared in the paper on September 19, 1990 and ten day notice would have been served. Some discussion followed over the need for having the hearing in Your Right to Know. Mr. Tavernakis stated that there is not a need for a fragmented public testimony since all the people in the audience can attend a meeting on October 11, 1990. Mr. Tavernakis moved to continue the sign code hearing to October 11, 1990. He stated that the notice should be republished, that the Commission feels the notice for the hearing was adequate but will renotify because the public had requested it be renotified. Ms. Erickson seconded and all were in favor. Some discussion followed over who should be notified about the hearing. Ms. Sherwood asked about clarification on real estate signs. Sally asked if the parking ordinance was as controversial as the sign code. The Commission received the Vantage Homes, Lee wilburn, Short Plat they discussed the location of this short plat. e . #..... . e e . e t--/ Planning commission special Meeting - October 4 , 1990 Page 3 of 3 Mr. Hildt stated that the City has decided to terminate the contract with Tsang partnership who was contracted to work on the Waterfront Plan. stasney/Burke who have worked with the city in the past has since been contracted. Mr. Hildt stated that it has become necessary to bring in contract work to do the landuse work because city staff is unable to devote the time necessary. Mr. Hildt announced that Tammy Quinn, planning and building assistant, will soon be leaving the employment of the city. The commission discussed possible planning commissioners to fill the vacant seat left by the resignation of Bob Grimm.
