-ESTABLISHING THE PENINSULA HOUSING AUTHORITY
On March 10, 1941, the County of Clallam created the Housing Authority of the County of Clallam as
an independent agent of Clallam County with the power to plan, construct, maintain, operate, and
manage affordable housing in Clallam County.
2. On February 24, 1970, the County of Jefferson created the Housing Authority of Jefferson County as
an independent agent of Jefferson County with the power to plan, construct, maintain, operate, and
manage affordable housing in Jefferson County.
3. In June 2010, the Housing Authority of Jefferson County and the Housing Authority of the County of
Clallam notified the U.S. Department of Housing and Urban Development of their intent to merge
into one agency.
4. The City of Port Townsend does not operate a housing authority. It approves this resolution not to
operate a housing authority, but to state its approval of the formation of the Peninsula Housing
Authority as a joint housing authority to succeed to the Housing Authority of the County of Clallam
and the Housing Authority of Jefferson County. If the Peninsula Housing Authority formed pursuant
to this Resolution is dissolved, assets and liabilities would be the responsibility of the activated or
reactivated Housing Authorities of Jefferson County and Clallam County.
NOW THEREFORE, BE IT JOINTLY RESOLVED by the governing bodies of Clallam County, Jefferson
County, and the City of Port Townsend:
There is hereby created as an agency of Clallam and Jefferson Counties, an authority known and
designated as the °Peninsula Housing Authority" (herein called the "Authority"). The Authority shall
be successor entity to the Housing Authority of the County of Clallam and the Housing Authority of
Jefferson County. On and after the effective date of this Resolution, all assets, property, or other
items of value titled to the Housing Authority of the County of Clallam or the Housing Authority of
Jefferson County shall be titled to the Peninsula Housing Authority.
2. The Authority is hereby delegated (a) the power to exercise public and essential governmental
functions and have all the powers necessary or convenient to carry out or effectuate the purposes
and provisions of the State of Washington Housing Authorities Law, Section 35.82 of the Revised
Code of Washington (RCW).
The Authority is hereby authorized to enter into public-private partnerships and joint ventures,
including the creation of private not-for-profit organizations, as may be necessary to secure funds
and contracts to plan, develop, construct, acquire, maintain, operate, and manage affordable
housing developments.
4. The governing body of the Authority shall be the Board of Housing Commissioners, hereafter
referred to as ~~The Board" established pursuant to the RCW 35.82.300. The Board shall consist of
eight (8) members. The Clallam County Board of Commissioners shall appoint five (5) members
who shall serve for terms of one, two, three, four, and five years, respectively, from the date of their
appointment. The Jefferson County Board of Commissioners shall appoint three (3) members who
shall serve a term of three, four and five years, respectively, from the date of their appointment.
The Board shall have the authority to fix the expiration date of members' terms within the
Authority's Bylaws. After the appointment of the initial Board, each member shall serve a 1=lve (5)
year term. Members may serve successive terms. Membership on the Board of Housing Authority
Commissioners shall conform to applicable federal and state laws. Clallam County shall appoint one
member of the Board who is Directly Assisted, for a total of one (1) member who is Directly
Assisted. For purposes of this Section, °Directly Assisted" means either being a public housing
resident identified as the tenant on a lease; or being a recipient of assistance from the Authority's
Housing Choice Voucher Program. If a member appointed as a Directly Assisted Commissioner no
longer qualifies as a Directly Assisted person, as defined above, that member shall be removed from
the Board, creating a vacancy to be filled by appointment of a Directly Assisted person. This
removal shall occur only upon a majority vote of the Board.
5. All costs of the Authority shall be the responsibility of the Authority pursuant to federal, state and
local law.
6. This resolution becomes effective following execution by all parties.
