Happy Holidays! Because December is
traditionally the giving month, I’d like to
highlight our local Community Founda-
tion. The Foundation is always an impor-
tant part of our community, but their work is par-
ticularly vital in this current time of growing need.
Jefferson County Community Foundation (JCCF)
was organized as a vehicle for promoting and in-
creasing responsible and effective ways of invest-
ing in our community. Their goal is to provide lead-
ership, education, and support to strengthen our
local nonprofit organizations, and provide tax effi-
cient investment opportunities for our citizens.
Through Jefferson County Educational Alliance,
the educational arm of JCCF, opportunities are
provided for our nonprofits to work together and
learn ways to strengthen their organizations.
JCCF is providing leadership and opportunity for
our local nonprofits to work towards long term sus-
tainability of their organizations through permanent
endowments and grant making.
Through JCCF, our citizens now have a responsi-
ble and tax efficient vehicle for investing in our
community through scholarships, donor advised
funds, community endowment, legacy giving, and
giving circles. To date, your neighbors have
funded their passions, from helping children in
need, to restoring historic wooden boats, to sup-
porting the library and safeguarding open space.
They are insuring that our history is preserved,
that our cultural community will thrive, and that our
young people have an opportunity for advanced
learning. You can join them by giving to an exist-
ing fund that matches your interests — or support
your own passions and establish a new fund.
Jefferson County Community Foundation was de-
veloped by and for our citizens to build a legacy
that ensures that future generations will benefit
from what we are building today. It truly is a gift
that keeps on giving and we welcome your

Tidal Clock and Wave Viewing Gallery
The City has been in a planning effort to rede-
velop the waterfront in the vicinity of the tidal
clock and wave viewing gallery. Central to this
has been a review of how the site can be recon-
figured to be respectful of the artists while inte-
grating public access. As currently configured,
the clock fills with large wa-
terborne debris throughout
the year. This is especially
severe during the winter
storm events that regularly
affect our community. Sup-
porting piles of the Wave
Viewing Gallery are rapidly deteriorating and pub-
lic use of the facility will likely be completely pro-
hibited in the near future.
The City has been looking at options for the tidal
clock since its construction some 20 years ago.
After careful consideration of the alternatives, it
has been determined that public access to and
along the shoreline and community use of the
area would be best served by reconfiguring the
tidal clock to serve as an open area or plaza for
public gatherings, concerts, and other outdoor
events. The Port Townsend Arts Commission
concurred that the plan for a plaza represents ap-
propriate revitalization for the area.
A matching grant from the state Interagency Com-
mittee for Outdoor Recreation will help pay for the
shoreward relocation of the structure. Plaza im-
provements will include features and signage that
honor the artists and the Jackson Bequest. Pos-
sible features could include spiral forms along the
lines of a shell structure and bronze lines and let-
ters inlayed in the surface indicating the clock
points—all similar to the vision in the original de-
sign proposal.
The artists have been requested to provide input
and comment to improve the current situation and
help the City turn this area of Port Townsend into
a welcoming, attractive, enjoyable civic space—
one that captures the value of the waterfront and
will be a celebration of our City's maritime heri-
tage.

sented by the Point Wilson Sail and Power
Squadron. Please bring non-perishable food
items to donate to the Jefferson County Food
Bank. Start the tour with cookies and refresh-
ments at the Port Townsend Yacht Club, 2503
Washington Street. Prizes will be awarded at
6:00 p.m. for the best decorated boats.
