Proposed City Council Resolution For Appointing
The Office Of Environmental Mediation In
Resolving The Siting Of A Ferry Terminal
At Port Townsend
Whereas, the City Council of Port Townsend wishes to establish a mutually
beneficial relationships between the parties with an interest in the siting of
the ferry terminal and to develop a satisfactory resolution of that and its attendant
issues; and
Whereas, there is a broad interest in resolving present uncertainties regarding
the future design and location of the terminal, and a concern that it serve the
economic needs of the City of Port Townsend, provide a safe and efficient transport-
ation system, and be compatible with the broad goals of the City; and
g~ereas, the Office of Environmental Mediation at the Unviersity of Washington
is experienced in facilitating discussions between parties in dispute,
Now, therefore, be it resolved by the City Council of Port Townsend:
1. That the~,£ity Council and the Mayor request that the Office of Environmental
Mediation use its good offices to assemble a mediation panel.
2. That the issues to be addressed in ~the mediation process will include the
location of the terminal and related facilities, the timing and conditions for
terminal development, and a mechanism for continued community involvement.
3. The Office of Environmental Mediation will report to the City Council and
the Mayor on the progress of the mediation effort by September 21, 1979, and as
otherwise warranted. It is intended that the mediation process will be completed
by January 1, 1980.
