HomeMy WebLinkAbout80-007 RESOLUTION NO. 80-07 A RESOLUTION ADOPTING CERTAIN RECOMENDATIONS OF THE WATER COMMITTEE WHEREAS, the Water Committee of the City Council of the City of Port Townsend has engaged in a careful study of water supply and distribution as it existsr~nd is projected within the corporate municipal boundaries, and in certain service area outside the City, and WHEREAS, it[iiS appa~rent__tbat the City of Port Townsend is the only entity 'that can b~ expected to provide a solution for water supply problems in aaid areas, ~and WHEREAS, said committee has submitted to the City Council its report on th~ findings made as a result of said study, and has made recommendations based thereon, and WHEREAS,it is found by the City Council that said recommendations are sound, and that it is in the interests of the health and welfare of the people of the City, and of other existing users of city water, that said recommendations be adopted as a part of the policy governing water supply and distribution for the City, NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Port Townsend as follows: First: The water supply and distribution system should be planned and developed on the assumption that the population to be served by the system within the corporate boundaries will eventually number 15,000, and that existing supplies of water will not permit expansion beyond the corporate limits and the existing service area hereinafter defined. Second: The service area outside the corporate limits will limited to that area shown and illustrated on the Third: It is not anticipated that additional water sources will be developed by the City in the foreseeable future. Fourth: There shall be no extension of existing water mains except for the purpose of improving hydraulics. Fifth: No water tap will be approved or permitted within the service areas herein defined except upon property where a valid building permit subsists. SusPension, reVocation or expiration of such building permit shall result in automatic termination of any rights in taps authorized or installed, without reimbursement therefor. Sixth: The City Council shall undertake an orderly review of the comprehensive Plan for water supply, and shall give particular attention the elimination there~om~-of Phase 3 (Cape George), Phase 4 (Ocean Grove and Beckett Point), and Phase 5 (Marrowstone Island). Seventh: Clarification. and solidifying of contract water supply agreements with the United States Navy at Indian Island, Federal Fish Laboratory on Marrowstone Island and Fort Fl~gler State Park should be pursued and completed. Eighth: Any effort on the part of Jefferson County Public Utility District No. 1 to develop water sources outside of the City service areas should be encouraged.
