WHEREAS, the rate payers of this state now face drastically
increased electric bills because of the fiscal
mismanagement of the five nuclear power plants
being constructed by the Washington Public Power
Supply System (WPPSS); and
WHEREAS, these costs continue to rise because WPPSS' spending
is not subject to public review or approval; and
WHEREAS, no public agency like WPPSS should have a blank-check
for spending of our money; and
WHEREAS, voter approval of future bond sales by WPPSS would"
require them to set a budget and live within it
by controlling excessive and unnecessary costs; and
WHEREAS, the people of this state certainly have the right
to vote yes or no before a public agency issues
bonds which they will have to repay through higher
electric rates;
THEREFORE, BE IT RESOLVED THAT the Mayor and City Council of
the City of Port Townsend support the efforts of the
Don't Bankrupt Washington Committee to enact Initiative
394 - the Washington State Energy Financing Voter
Approval Act - and urge our :constituents'to actively
work for passage of Initiative 394 on the November
3rd general election ballot.
