A RESOLUTION URGING THE STATE
TRanSPORTATION CO~@~ISSIONERS TO
SET CERTAIN TOLLS FOR THE HOOD
CANAL BRIDGE
WHEREAS, on February 13, 1979, the Hood Canal Bridge was destroyed
by hurricane force winds and high tides, resulting in a major section
of the state highway system being cut off between the Olympic Peninsula
and the remainder of the state, and
WHEREAS, federal funds and insurance monies are being used to pay for
the construction of the new Hood Canal Bridge which is scheduled for
completion in October 1982, and,
WHERFAS, the destruction of the Hood Canal Bridge has had a severe
impact on the traffic flow to the Olympic Peninsula effecting sub-
stantial damage to the ecomony of the Olympic Peninsula, and
WHEREAS, a toll may not be assessed on the federal funds used to pay
for the Hood Canal Bridge, the State of Washington has entered into an
agreement with the Federal government to charge a toll to recover a
total of $38,390,837, plus interest, for state insurance proceeds
and unrecovered construction costs on the old Hood Canal Bridge, and,
WHEREAS, the toll to be charged has yet to be established by the
Washington State Tranportation Commission, and the setting of an
excessive toll would continue to frustrate the transportation service
to the Olympic Peninsula, now therefore,
BE IT RESOLVED by the undersigned Public Officials in consideration
of the above Findings of Fact:
The undersigned Public Officials recommend and urge the State Trans-
portation Commissioners to set the toll for the Hood Canal Bridge,
assuming a toll is to be established, at a reasonable rate not to
exceed $i.50 per passenger vehicle; that such toll be used only for
the purpose of paying off the bridge indebtedness; and once the
indebtedness is paid off in full the bridge shall become toll free.
APPROVED AND ADOPTED this 6th day of July, 1982.
