A RESOLUTION AMENDING RESOLUTION 09-035 "THE
INVENTORY OF PROPERTY SUITABLE FOR AFFORDABLE
HOUSING" TO INCLUDE TWO ADDITIONAL PROPERTIES
WHEREAS, on the twenty-first day of September 2009, City Council adopted
Resolution 09-035 Establishing an Inventory of Property Suitable for Affordable Housing for
the Purpose of Expanding the City's Affordable Housing Stock in Partnership with Public
and/or Private Entities with Expertise in Designing, Funding, Developing and Managing
Affordable Housing; and
WHEREAS, Resolution 09-035 directs the City to "periodically purge the inventory
of real property of sites that are no longer available for the development of affordable
housing" and to "include an updated listing of real property that has become available since
the last update"; and
WHEREAS, two additional city-owned properties have been identified which may
be suitable to be marketed, sold, leased, or exchanged for the development of affordable
housing (Attachment A); and
WHEREAS, the City's adopted Comprehensive Plan promotes affordable housing
throughout all geographic and economic segments of the community (Housing Goal #2); and
WHEREAS, the City's Comprehensive Plan defines "Affordable housing" as:
Housing units available for purchase or rent to individuals or families with a gross income
between the federally recognized poverty level and the median income for working families
in Jefferson County which, including utilities, would not exceed 30% of gross income; and
WHEREAS, Policy 2.4 states: "Develop and maintain an inventory of surplus public
lands that may be suitable to nonprofit housing providers for affordable housing. Consider
affordable housing needs and opporhxnities associated with inventoried surplus public lands
before disposing of them"; and
WHEREAS, the City has adopted a Housing Action Plan (2006) that includes over
40 strategies to address the growing need for affordable housing stock including Action 36
which states in part: "inventory and evaluate supply of public and private buildable lands -
able to be developed for a variety of mixed income innovative residential projects throughout
the urban centers of the city and county"; and
WHEREAS, the City has worked cooperatively with the Jefferson Board of County
Commissioners to identify available lands within the city limits; and
WHEREAS, the City of Port Townsend recently created a Public Development
Authority (PDA) whose purpose includes preservation and expansion of affordable housing
stock, the PDA maybe asked to assist in carrying out the goals of this resolution; and
WHEREAS, developing affordable housing requires specific expertise,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
The City of Port Townsend creates an addendum to the "Inventory of Property Suitable
for Affordable Housing" to include two additional city-owned properties generally
referred to as Discovery and Holcomb Street property and Beech Street property (as
further described in Attachment A).
Furthermore, Council hereby directs staff to pursue a grant to retain a qualified consultant
and distribute the "inventory" to housing providers inviting them to partner with the
City/County and proceed with appropriate due diligence assessments, design, acquisition
of funds, proposals, and development of affordable units for rent, lease or sale.
Mechanisms shall be in place to ensure that the affordable units remain affordable for a
minimum of 40-years.
Final disposition of any subject properties shall be subject to prior approval by Council as
to future use. This shall not be construed to infer pre judgment on any subsequent land
use or environmental approval process.
The City shall periodically purge the inventory of real property of sites that are no longer
available for the development of affordable housing. The inventory revision shall include
an updated listing of real property that has become available since the last update. As
used herein, "real property" means buildings, land or buildings and land.
It is recognized that there is no guarantee that any of the properties will develop to
underlying densities, nor that they will be economically viable; however,. creating the
affordable lands inventory is a promising first step.
ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof. held this 12a' day of July 2010,
