A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND SUPPORTING LOCAL CONTROL OVER HYDROELECTRIC
PROJECTS IN JEFFERSON COUNTY, WASHINGTON
WHEREAS the City Council ~lieves local citizens and govern-
mental entities should, have control over and benefit from develop-
ment of resources which may take place in Jefferson County, and
WHEREAS hydroelectric developmentp~ursu~nt to federal law
probably will occur locally because of preference for hydroelectric
generation over -~other types of electrical generation; the perceived
need for more powe'r~ for the future as poDulation grows; and because
the capacity of local rivers to provide power during the winter when
that power is most valuable might exist without diminishing or affecting
existing water rights and the uses thereof for domestic, industrial
commercial,agricultural and other purposes,and
WHEREAS the Jefferson County PUD No. 1 and the City of Tacoma
have represented that their ~proposed hydroelectric projects will
proceed without diminishing, reducing or in any other manner
affecting the City's w~t~rightcs~water~F~wa~te~s~e~a~d~~~,
pr~p~r~tie~_.~an~P~ ~ns~rk~-i~e~rC~_~.~'~i~.~.~ interests therein,and
that through the possible use of the water right of the
mu~t~a~'~q~n~it~iPo~~s~d~a~r~'~Co~!~ the project may re-
present a continuing regular source of income for the City and
the Company, and additional costs such as conduits or filtration
will be borne by the hydroelectric project sponsors, and
WHEREAS the Jefferson County PUD No. 1 presently has a pre-
liminary permit pursuant to federal law and with the City of Tacoma
is studying the feasibility of the hydroelectric projects and that
if the project or projects are determined by them or either of
them to be feasible, they will probably apply for a federal license
and proceed with the construction and development of the projects,and
WHEREAS, the City Council believes that if the projects are
to be developed at all, it should be done by a local municipality
or entity, provided that the exising water rights, water and water
system and related properties of the City and the Port Townsend
Paper Company are not affected thereby, and
WHEREAS the City expressly reserves all rights to take any
necessary steps to assure the integrity of the water system in
its entirety,
NOW THEREFORE,BE IT RESOLVED that the City Council supports
Hydroelectric Generation Proposition No. 1 to be presented to the
voters on November 6, 1984, as a means of retaining at this time
local control over the projects.
Passed by the Council and approved by the Mayor this ~day
of October, 1984.
