HomeMy WebLinkAbout86-031RESOLUTION NO. 86-31 A RESOLUTION APPROVING AMENDMENTS TO THE COMPREHENSIVE PARKS AND RECREATION PLAN BE IT RESOLVED, that: The annexed addendum to Comprehensive Parks and Recreation Plan is here and hereby adopted and approVed as modifications needed in response to the continuing deteriOration of the city dock. Passed October 7, 1986. Attest: 10/1/86 CITY OF PORT TOWNSEND ADDENDLIM TO COMPREHENSIVE PARKS AND RECREATION PLAN page 6: -paragraph 2, sentence 3: delete "is" and add "until recently, has been~ -after sentence 3: add "In September, 1986, the facility was closed to the general public due to unsafe conditions caused by deteriorating decking and pilings." page 11 & 12 COMHUNITY NEEDS: -move para 1 to para 3, pg 12 and delete sentence 1 and add "Another important need is for more tennis courts." -new para 1: delete sentence 1 and add "In terms of recreational deficiencies, the most important need is for walking, jogging, and bicycle trails ." -add sentences 5-10: "The recent closure of the deteriorating City Dock has had a profound negative impact on the walking public. This facility has long served as an important walking destination for both visitors and local citizens since it affords such a unique over-the-water viewing perspective of the City, its historic district & waterfront, plus seashore life, surrounding bays, islands~ and mountain ranges. The closure has also effected activity number two, saltwater fishing, since the pier has traditionally been a popular destination for saltwater fishermen. Since the closure, the City has received numerous complaints from citizens who are dismayed by the loss of the facility. There is an urgent need to renovate the dock so that it can be reopened to the public as soon as possible." -add para 2: Sailing and boating were high on the list of recreational activities of local citizens(#3). In addition, Port Townsend is a very popular destination and stop-over with the boating public from Washington and Canada. Port of Port Townsend figures show that an estimated 5600 boats visit Port Townsend each year with as many as 300 boats daily during holiday weekends such as Memorial Day, Independence Day, Labor Day, and Wooden Boat Festival. During the summer season, transient moorage facilities at the Port T~nsend Boat Haven, Point Hudson, and Fort Worden are frequently filled to capacity so there is a need for additonal transient moorage. At present, there is no public transient moorage available to boaters along the downtown waterfront area. There is an urgent need to provide such moorage so. that-boaters may have ready access to the downtown Historic District, parks, and businesses. It is considered highly desirable that renovation of City Dock include improvement of the transient moorage capability of that facility. page 13: -para delete sentence 4 and add "With the closure of the City Dock and'Marine Park Building in September, 1986, immediate action is required to renovate the facility so that it can be reopened to the public as soon as possible. Due to severe financial pressures facing the City, it is highly doubtful that the needed renovations and improvement can be made without assistance from an outside funding source. Efforts should be made to seek and secure outside funding to avert the possiblity of a permanent closure and complete deterioration of the facility,u page 14 & 15 MARINE PARK: -delete para 1, 2, & 3 and add: "'This park consists of three quarters of a block on the waterfront opposite City Hall in downtown Port Townsend. There are four picnic tables, several benches, and play equipment. Also included are a 200' dock with a historic building(Original Quarantine Station) on it. This building has been renovated as a community meeting space and has been utilized extensively for public meetings, arts & crafts shows, dances, lectures, and other events. The park is one of two parks in the City's central business district waterfront area and is very popular with tourists as well as townspeople for picnicing, playing, and viewing the waterfront. City Dock is heavily used by sightseers and fishermen. Transient moorage has been available but is limited to larger vessels since there are no existing floats, ramps, batter or fender piles. In 1982, $15,000 was expended to replace rotten piles and decking on the dock. In 1985, an additional three pilings were repaired. In September, 1986, due to rapidly deteriorating decking and pilings, the dock and Marine Park Community Building were declared unsafe and closed by the Mayor to the general public. This closure is a severe blow to the recreational needs of the local community as well as the visiting public. The City views the renovation and reopening of this.facility as a top priority that should be accomplished as soon as possible'. Design criteria for Marine Park are as foll~s: * Renovate and reopen City Dock as soon as possible. * Improve transient moorage capacity at City Dock by addition of floats, ramps, fender and batter piles. * Coordinate renovation of City Dock with design and construction of Jackson Memorial Sculpture project to assure overall design integrity. * Retrofit Marine Park Building to make it more .... energy efficient~-and usable-.during winter months. * Replace play equipment as needed. * Enhance the shoreline habitat whenever possible. * Encourage public fishing from the dock and attempt to increase fish populations through artificial reef structures.
