A RESOLUTION AUTHORIZING THE MAYOR TO
EXECUTE AN AGREEMENT FOR SCAN SERVICES
BE IT RESOLVED, that:
The Mayor is here and hereby authorized and directed to
execute the annexed AGREEMENT FOR SCAN SERVICES with the
State Department of General Administration to allow the city
to utilize the State Controlled Area Network.

Dear Mr. Hilton,
This agreement establishes an account between the City of Port Townsend and
the state of Washington, Department of General Administration,
Telecommunications Division for the sole purpose of providing a SCAN
author ization number.
Enclosed are four "Agreement for SCAN services". Sign and return all copies
to this office. Please attach a copy of the resolution adopted bY your
governing body authorizing the signer to enter into this agreement with the
state.
Two of the "Agreement for SCAN services", signed by the Director will be
returned. File the copies as follows; one copy with the county auditor, one
copy with the City Clerk.
In order to comply with the provisions of RCW 39.34.040, we will file a copy
of the agreement and the resolution with the Secretary of State's office.
If it is determined that your entity does not meet the criteria set forth
in RCW 39.34.040, SCAN service will have to be rescinded.
Please inform us of the individual designated as "Teleco. m-unications
Coordinator", to act as our point of contact for activities relating to
SCAN service.
Your agency will receive a monthly invoice that itemizes all calls for the
billing period involved.
Should the City of Port Townsend request direct SCAN lines, conformance to
the following guide lines would be required.
1. The request for a SCAN access line will be made in writing.
Photocopies of three months long distance billing will
accompany the request.
2. The Telecommunications Division will determine the most cost-
effective way to provide service.
3. A cost analysis is performed using established formulas.
4. You will be notified with the feasibility study results.
5. SCAN service is ordered if study confirms cost savings.
6. Training/instructions are provided.

Dear Chief Hinton:
This is in reference to installation 'of infrared breath testing equipment in
your agency, which will begin soon after operator training is completed,
Shortly before installation is to begin, a representative of the telephone
company in your area will contact your agency to arrange for telephone
connections.
We have discussed this program with the Telecommunications Division of the
Department of General Administration of Washington State, and they have
agreed to allow all agencies tm use.the SCAN system for the tollj calls
between the host computer and the instruments. There are several advantages
to using the SCAN-system: 1) reduced costs because oflthe lower SCAN rates;
2) calls may be completed at any time of the day or night at the same rates;
and 3) simplified billing procedures,
Ii will be necessary, however, for each agency to obtain a SCAN authori-
zation number_for this purpose. Your telephone company will not be able to
provide this for you. Since your city does not subscribe to the state
SCAN system at this time the procedure for obtaining the number is outlined
below.
To become a part of the SCAN system, y6u should call or write Mr. Ron ·
Lotton, Department of General Administration, 211 General Administration
Building, Olympia, 98504, telephone 753-4800 for application. Mr. Lotton
has assured us he will give all such requests first priority.
It will be necessary to sign an agreement with the Department of General
Administration and have it filed with the County Auditor. Mr. Lotton will
give you details at the time you apply. The only cost involved should be
the filing, fee. .
Please notify us as soon as possible of Zhe authorization number you have
received. This will allow immediate use of the SCAN system.
