RESOLUTION NO. 10-016
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWN5END,
WASHINGTON, GIVING DIRECTION TO PROCEED WITH DEVELOPMENT PLANS
AND FINANCE OPTIONS FOR PHASE I AND PHASE II OF THE LIBRARY
PROJECT
WHEREAS, the City has been engaged for a number of years in a planning effort to
expand the library and address seismic issues; and
WHEREAS, beginning in 2006, the City contracted for architectural services (originally
Caldwell Architects, and currently, Jim Carey, Architect) to include documentation and existing
conditions reports, historic building catalogue for the librazy and Pink House, library addition
and renovation diagrams and narrative description of building systems and construction scope,
and preliminary cost analysis; and
WHEREAS, the City has explored and continues to explore various funding sources.
including federal funding assistance. In 2009, the City received a grant fox seismic retrofitting of
up to $1,000,000 {rounded); and
WHEREAS, information recently received from the office of Senator Murray indicates
possible federal funding assistance of $1,500,000 towazd the library project; and
WHEREAS, it is important to continue moving forwazd with development plans for
Phase I for seismic retrofitting and Phase II for library expansion to get the project ready for
construction. Getting the project ready for construction both assists in establishing more detailed
cost information and analysis and obtaining financing fox projects that are ready to build.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Port
Townsend as follows:
1. The City Council gives its direction to the City Manager to proceed with development plans
for Phase I for seismic retrofitting and Phase II for library expansion to get the project ready
for construction.
2. The City Manager is directed to explore funding options including interim financing.
3. The City Manager is directed to keep the Council informed and periodically report on
development plans and funding options including interim financing.
4. This Resolution does not authorize construction or commit financing for the project.
Construction and financing are subject to further City Council approval.

ADOPTED by the City Council of the City of Port Townsend at a regular meeting
thereof, held this seventeenth day of May, 2010.
