A RESOLUTION EXPRESSING THE INTENT OF THE
CITY COUNCIL OF THE CITY OF PORT TOWNSEND TO
APPROPRIATE FUNDS IN PARTIAL SUPPORT OF THE
EXPANSION AND RENOVATION OF THE PORT TOWNSEND
PUBLIC LIBRARY.
WHEREAS, Port Townsend Library Board has demonstrated and
documented the need for improved and expanded library facilities
and has proposed a plan of expansion and renovation of the Port
Townsend Public Library; and
WHEREAS, the Friends Of the Port Townsend Library have undertaken
to raise private donations as the Diamond Jubilee project
commemorating the dedication of the 1913 Carnegie Library
Building; and
WHEREAS, on February 3, 1987, the City Council unanimously
endorsed the project and designated it as a Washington State
Centennial Project; and
WHEREAS, on April 4, 1987, the City Council adopted Resolution
87-20, approving and encouraging the grant proposal to be
submitted by the Port Townsend Library Board for Library Services
and Construction Act Title II funds; and
WHEREAS, private donations received or pledged to date exceed
$215,000; and
WHEREAS, the Library Board has asked that the City pledge
$150,000 as partial fulfillment of matching requirements for a
Library Services and Construction Act grant; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that:
1. The City Council considers the proposed renovation and
expansion of the Port Townsend Carnegie Library of extreme
importance to the future of the community and is greatly
encouraged by the enthusiastic and generous response of Port
Townsend citizens and businesses; and
2. The Port Townsend Library Board is hereby encouraged
and authorized to submit an application for Library Services and
Construction Act Title II funds to be used for the proposed
renovation and expansion of the library building; and
3. The City Council declares its intent to appropriate a
sum of up to one hundred and fifty thousand dollars ($150,000) in

support of the proposed renovation and expansion of the Port
Townsend Public Library, provided:
that a Library Services and Construction Act grant
is awarded by the Washington State Library of at
least three hundred thousand dollars ($300,000);
and
that the Library Board agrees to raise sufficient
additional funds in future years to reimburse the
City each year for interest expenses incurred by
the City to borrow the money by interfund loan or
general obligation bond issue as deemed
appropriate and necessary by the City Council; and
4. That in the event Library Services and Construction Act
Title II funds are awarded for the project, the City of Port
Townsend assures and certifies that it will comply with the
regulations, policies, guidelines, and requirements as they
relate to the application, acceptance, and use of Federal funds
for public library construction projects (LSCA Title II - FY88,
Assurances of Compliance, 1/88).
Passed by the City Council of the City of Port Townsend and
