A RESOLUTION adopting in concept a plan for
the future development of the Sims Way
Corridor area from the Washington State Ferry
Terminal to the western corporate limits of
the City of Port Townsend.

the Port Townsend City Council requested and authorized
the Port Townsend Gateway Project to develop a plan for
the future development of the Sims Way Corridor from
the Washington State Ferry Terminal to the western
corporate limits of the city; and
the Mayor appointed the Gateway Steering Committee of
Port Townsend Citizens to plan and organize an
intensive comunity workshop called a "Charrette" to
develop and recomend a plan that graphically defines a
consensus vision for the Sims Way Corridor Area; and
the Gateway Steering Comittee adopted a goal
statement, identified key issues, assembled background
information, and organized a cross-section of Port
Townsend citizens into a Charrette core group of
thirty-three members to meet, deliberate and recommend
a plan for the area; and
all citizens of Port Townsend were invited to attend
and participate through an extensive public information
campaign; and
approximately 150 citizens attended a "Town Hall"
Meeting on April 20, 1988, to receive a presentation
on the project and express their views and ideas for
the future of the Sims Way area; and
the Charrette Core Group (and those others who joined
the deliberations) met throughout April 21 and 22,
1988, and adopted a graphic, conceptual plan for the
Sims Way Corridor Area with accompanFing policF and
implementation statements; and
this adopted plan enjoys consensus support among the
Charrette Core Group participants and was presented to
the twenty-five to thirty citizens who attended an
additional "Town Hall" Meeting at the close of the
deliberations on April 22, 1988; and
WHERRAS,
the reoommendations address the visual quality, public
safety, and economic vitality purposes for which the
City Council initiated the Gateway Project; now,
therefore,
BE IT RESOLVED by the City Council of the City of Port Townsend
that the plan recommended and presented by the Port Townsend
Gateway Project for the Sims Way Corridor Area, attached hereto
as Exhibit A and including the accompanyin~ maps and graphics, is
hereby adopted in concept and shall be implemented as follows:
The plan shall henceforth serve as official policy of
the City of Port Townsend and shall serve as guidance
to future development as an addendum to the Port
Townsend Comprehensive Plan.
Each element of the plan shall be expeditiously and
efficiently presented for appropriate action to the
responsible agencies and individuals.
The Hayer is hereby authorized and directed to dedicate
available staff and capital resources to the timely and
cost-effective implementation of those elements of the
plan for which the City of Port Townsend is
responsible.
Passed by the City Council of the City of Port Townsend and
