HomeMy WebLinkAbout88-047 CITY OF PORT TOWNSEND 88-47 RESOLUTION JEFFERSON COUNTY ~ESOLUTION 64-88 A JOINT RESOLUTION of the Board of County Commissioners for Jefferson County and the City Council of the City of Port Townsend accepting the report of the project build- ing committee for renovation and expansion of the Port Townsend Community ~ecreation Center and directing the preparation of loan and grant applications therefore. WHEREAS, Jefferson County owns and operates the Jefferson County Community Center in Port Townsend in which a wide range of community services and activities occur, including senior services, Head Start Preschool, youth activities, community meetings and recreation; and WHEREAS, the Port Townsend City Council conducted a public hearing on February 3, 1987, to obtain testimony on the need for a Port Townsend Senior Center; and WHEREAS, a survey of Port Townsend senior citizens conducted by the Port Townsend Senior Center Association in April, 1987, indicated that sixty-five percent of the respondents live in either low- or moderate-income households, and described the activities and needs most desired in a senior center; and WHEREAS, a joint County-City staff comparative analysis of potential sites for a Port Townsend Senior Center, dated June 23, 1987, recommended a renovated and expanded Port Townsend Community Center as the preferred site; and WHEREAS, the Port Townsend Community Center Advisory Board submitted a report dated June 25, 1987, detailing certain deficiencies and unsafe conditions at the Port Townsend Community Center, and recommending renovation and expansion of the facility; and WHEREAS, Jefferson County and the City of Port Townsend conducted a public hearing on these reports and entered into a Memorandum of Understanding in July, 1987, to" seek together the necessary agreements and funding to renovate and expand the Port Townsend Community Center into a combined Senior and Community Center for the benefit of all citizens;" and WHEREAS, the Board of County Commissioners appointed the Senior Services Task Force which in November, 1987, issued its report, Public Benefits for Seniors in Jefferson County, highlighting many of the unmet needs of senior citizens in the area, describing the expected grown of the elderly population, and recommending improved services including co-location of services in a "Senior Benefits Reception Office;" and - 1 - ~v~EREAS, the City and County formed a project building committee which selected the Siller/Hull architectural firm to assist the committee determine user programs, space requirements, efficient floor plans, building safety improvements, and reliable cost estimates; and ~HEREAS, the project building committee has presented its report and recommendations to the Board of County Commissioners and the City Council; Now, Therefore, BE IT RESOLVED BY THE BOARD OF COUNTY CO~ISSIONERS FOR JEFFERSON COUNTY AND THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that the report and recommendations of the Port Townsend Community Center project building committee are hereby accepted and the respective and appropriate County and City staffmembers are hereby authorized and directed to prepare the necessary applications to the Farmers Home Administration and the State of Washington Department of Community Development to secure funding for the proposed renovation and expansion of the Port Townsend Community Center.
