A RESOLUTION ADOPTING THE PROJECT PRIORITIES
OF THE PORT TOWNSEND CITY COUNCIL FOR 1989.
WHEREAS,
the improvements to public facilities and services
needed by the citizens of Port Townsend exceed the
resources available to meet those needs; and
WHEREAS,
in order to make the most effective use of available
resources, the City Council desires that work plans be
carefully prioritized in the coming year to address the
most important public needs; and
WHEREAS,
the City Council discussed public needs and priorities
at a day-long public meeting on September 8, 1988; Now,
Therefore,
BE IT RESOLVED by the City Council of the City of Port Townsend
that the following priorities are hereby established for emphasis
in work plans, budgets and public participation during 1989:
I. High Priority
Ferry Traffic and Parking
Improve ferry traffic and parking facilities to reduce
inconvenience to travellers while minimizing overflow
impacts on local businesses.

Recycling
Increase the recycled portion of solid waste in order
to control future disposal costs as well as to preserve
natural resources and energy.
Lead Responsibility: Jefferson Recycling Project
City Coordinator: Karen Chang, Councilmember
Regulations Enforcement
Improve enforcement of the building, construction,
zoning, subdivision and environmental protection
regulations of the City of Port Townsend in accordance
with the City Council's Enforcement Policy Resolution.
Improve public information about City regulations and
permit proceedures.

Senior-Community Center
Obtain funding and initiate construction of the planned
renovation and expansion of the Jefferson County
Community Center.
Lead Responsibility: Jefferson County Public Works
Coordinator: Michael Hildt,Ex.Asst./Planner
Transient Businesses and Street Use
Prepare analyses and alternative draft policies for
consideration by the City Council of policies governing
transient businesses and street use. Prepare draft
ordinances as required.

II.
Medium-High Priority
McCurdy Performing Arts Center (Ft. Worden Balloon
Hangar)
Assist the Centrum Foundation and Washington State
Parks with financing and contracting arrangements to
bring this important project to construction.
Lead responsibility: Centrum Foundation
City Coordinator: Brent Shirley, Mayor
Capital Improvement Plan
Develop annual process and initial draft of a capital
improvement plan for the City of Port Townsend. The
plan should include capital project priorities, funding
and construction scheduling.
Lead responsibility: Michael Hildt,Ex.Ass%./Planner
Design Review Ordinance
Prepare a draft design review ordinance for City
Council consideration. The draft ordinance should
suggest design standards for the historic district and
the SR20-Sims Way corridor which could be applied at an
early stage of proposed projects. The design review
process should include the alternative of mandatory
design review with voluntary, non-binding compliance
with the design recommendations.

Equipment Replacement Reserves
Develop an equipment replacement reserve schedule which
estimates the useful life of equipment, the cost of
replacement and the annual depreciation allocations

necessary to assure adequate replacement funding.

Zoning Code Improvements
Prepare draft ordinances for consideration by the City
Council in accordance with the following priorities:
First Priority
a. "Fast Track.. process for minor variances and
conditional use permits.
b. Sign Code Overhaul
c. Use Table Overhaul
Second Priority
a. Bed and Breakfast Ordinance
b. Condominium Ordiance
o
Third Priority
a. Day Care Ordinance
b. Delete "Structures" from setback requirements
c. Mobile Home Zoning
d. Subdivision/Short PlatOrdinance Overhaul

III. Medium Priority
City Dock Restoration
Develop a plan for consideration by the City Council
for the future use, management, and financing of City
Dock. Include reliable cost estimates to restore the
dock to safe and durable condition, as well as provide
for future repairs and maintenance.
Lead responsibility: Ted Stricklin, Public Works Dir.
City Hall Elevator
Construct and elevator and appurtenances in City Hall
according to the design and cost estimates adopted by
the City Council.
Lead responsibility: Ted Stricklin, Public Works Dir.
Downtown Parking Improvement Plan
Develop for City Council consideration a prioritized
improvement plan for downtown parking, including cost
estimates, benefits and schedules for each proposed
improvement.

Lighting the Court House
Assist and encourage Jefferson County to install
holiday season lighting on the Court House.
Lead responsibility: Jefferson County
City Coordinator: Councilmember Norma Owsley
Pedestrian and Bikeways
Develop for City Council consideration a pedestrian and
bikeway plan which identifies existing routes and
needed improvements. The plan should also include a
draft policy resolution to guide future street
improvement and vacation decisions, as well as a
proposed implementation schedule.
Lead responsibility: Councilmember Julie McCulloch
Secondary Sewage Treatment
Assure completion of the secondary sewage treatment
plant on schedule and within budget. (As this
important project is now at an advanced stage of
planning and sufficient consulting resources have been
employed, a medium priority emphasis appears adequate
for 1989.)

Sidewalk Restoration
Restore sidewalks as required to remove public hazards
and beautify the Port Townsend streetscape in
accordance with the Port Townsend Streetcape Design.
