A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PORT TOWNSEND IN SUPPORT OF THE
APPLICATION OF JEFFERSON COUNTY FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS TO ASSIST IN
THE RENOVATION AND EXPANSION OF THE JEFFERSON
COUNTY COMMUNITY CENTER.
WHEREAS,
the Board of Commissioners of Jefferson County has
authorized application to the State of Washington for
Community Development Block Grant funds to assist in
the renovation and expansion of the Jefferson County
Community Center; and
WHEREAS,
the Port Townsend community urgently needs adequate
facilities to help meet the needs of elderly,
handicapped and pre-school-aged citizens; and
WHEREAS,
the existing Jefferson County Community Center building
is in a deteriorated condition, and lacks adequate
handicapped access and floor space in which to serve
needy elderly, handicapped, and pre-school-aged
children; and
WHEREAS,
the Port Townsend City Council and the Jefferson County
Board of County Commissioners have held numerous public
hearings and conducted relevant studies concerning this
unmet need; and have on June 13, 1988, adopted a joint
resolution accepting the recommendations of the Project
Advisory Committee and authorizing preparation of the
necessary applications to the Farmers Home
Administration and the State of Washington Department
of Community Development to secure funding for the
renovation and expansion of the Jefferson County
Community Center; Now, Therefore
BE IT RESOLVED by the City Council of the City of Port Townsend
that the State of Washington is respectfully urged to consider
favorably the application of Jefferson County for Community
Development Block Grant funds to assist in the renovation and
expansion of the Jefferson County Community Center; and
BE IT FURTHER RESOLVED that the City of Port Townsend is prepared
to provide one-half of the annual debt service payments on either
a Farm Home Administration Loan or Jefferson County General
Obligation Bonds up to the loan or bond issue amount of $484,011;
and
BE IT FURTHER RESOLVED that the City of Port Townsend is also
prepared to undertake the necessary off-site street and
landscaping improvements at a value estimated at $90,140.
