A RESOLUTION ADOPTING THE PROJECT PRIORITIES
OF THE PORT TOWNSEND CITY COUNCIL FOR 1990.
WHEREAS,
the improvements to public facilities and services
needed by the citizens of Port Townsend exceed the
resources available to meet those needs; and
WHEREAS,
in order to make the most effective use of available
resources, the City Council desires that work plans be
carefully prioritized in the coming year to address the
most important public needs; and
WHEREAS,
the City Council discussed public needs and priorities
at a day-long public meeting on January 5, 1990; Now,
Therefore,
BE IT RESOLVED by the City Council of the City of Port Townsend
that the following projects are hereby designated as high
priority for emphasis in work plans, budgets and public
participation during 1990:
1.
Gateway Implementation--develop a specific Gateway
Development and Funding Plan for Phase 1 improvements (City
Limits to Sheridan Street); develop property owners' design
and development workbook.

Regulations Enforcement--Improve enforcement of the
building, construction, zoning, subdivision and
environmental protection regulations of the City in
accordance with the City Council's Enforcement Policy
(Resolution No. 88-68). Publish 1990 Building and
Development Handbook

Downtown Parking Improvement Plan--Prepare specific plan to
make more efficient use of existing street areas for
parking; e.g., diagonal parking on both sides of one-way
streets, employee parking program.

Public Safety--Examine need for additional police and/or
fire personnel; assure adequate equipment.

Improve Internal Communications--Provide more frequent,
effective opportunities for communication between city
employees, department heads, and the City Council.

Historic District Design Review Ordinance--Assist the
Historic Preservation Commission conclude preparation of a
design review ordinance for the Historic District.
Facilitate consideration by the Planning Commission and City
Council.

Land Use/Zoning Ordinance Updates--Assist the Planning
Commission and City Council consider the draft ordinance
adopting an updated sign code. Prepare updating ordinances
concerning zoning use tables, permitted uses and locations
of mobile homes, and day care center zoning provisions.

Pedestrian Port Townsend--Identify and map pedestrian routes
and trails; establish street-edge design standards for
pedestrian safety.

Port Townsend: Turning the Century--Initiate a citizen-
based project to develop community consensus regarding the
desired future direction for Port Townsend· The project
will address the future growth of the city and propose
specific preservation and development plans, goals and
policies from which the Comprehensive Plan and implementing

plans may be updated or developed. It is anticipated that
this project will continue through 1991 and into 1992.

City Dock and Its Neighborhood--Develop a concept plan and
seek funding for renovation and improvements of City Dock.
Consider how such plans and improvements might support
future development of other public spaces in the vicinity.

Street Standards Ordinance--Establish standards for street
improvements to serve new development. Present draft
ordinance for Council consideration.

Street Use Ordinance--Establish permitted uses of public
street rights-of-way, including use by neighboring residents
or businesses, and by the public as viewpoints or shoreline
accessways. Consider appropriate fees for commercial use of
public street areas.

Industrial zone--Examine the adequacy and location of
industrial zoned lands; particularly the property north of
Sims Way which is designated industrial in the Comprehensive
Plan, but remains in single-family zoning.

Ferry Parking and Access--Conduct a public hearing on
recommendations of the Ferry Advisory Committee for traffic
and parking improvements at the Washington State Ferry
Terminal.

Point Hudson Future--Work with the Port and interested
citizens toward a future plan for Point Hudson.
