A RESOLUTION adopting a concept plan and
authorizing applications for funding assistance
for grant funds from the Interagency Committee
for Outdoor Recreation and Aquatic Lands
Enhancement Fund for the reconstruction and
expansion of the Port Townsend City Dock
facilities and waterfront access in downtown
Port Townsend.
the Port Townsend City Council identified the
deteriorated condition of City Dock as one of their top
priorities for 1990; and
WHEREAS,
the City Council, through its Planning Director,
requested and authorized a local group of residents,
adjacent landowners, representatives of the Chamber of
Commerce, the arts, culture, and maritime community, and
the City Parks Board to meet and deliberate as necessary
to develop preferred uses and a plan of recommended
action for City Dock; and
WHEREAS,
the "Friends of City Dock" group has been meeting twice
a month from January to May, 1990, and has developed
alternatives, researched funding options, and developed
group consensus on a set of recommendations; and
WHEREAS,
WHEREAS,
approximately fifty citizens participated in a public
forum conducted by "Friends of City Dock" on April 19,
1990, to receive a presentation on the options and
alternatives for City Dock, respond to a community
questionnaire, and express their views and ideas for the
future of the facility; and
newspaper notices, advertisements, press releases, and
public meetings were all used to solicit community input
on the best alternatives and preferred course of action
for the facility; and
WHEREAS,
the "Friends of City Dock" reached consensus on a set of
recommendations to reconstruct City Dock and return it
and the Pope Marine Park Building to public use and
to need
Ie; and
WHEREAS,
the City Council of Port Townsend considers it in the
best public interest to return the City Dock facilities
to public use and provide destination, short term
temporary moorage near downtown; Now Therefore,
BE IT RESOLVED by the City Council of the City of Port Townsend
that the concept plan and recommendations presented by the "Friends
of City Dock" are hereby adopted and will be implemented as
follows:
1. That the Mayor be authorized to make a formal application to the
Interagency Committee for Outdoor Recreation, and Aquatic Lands
Enhancement Fund.
2. That any fund assistance received will be used in the
reconstruction and expansion of the City Dock facilities.
3. That the City's share of the project will be derived from
General Fund revenues and other sources deemed advisable at the
time the grant contract is signed.
4. That the City does hereby certify that the City is responsible
to support all non-cash-in kind matching commitments to the local
share should they not materialize as anticipated.
5. That any property which may be acquired with financial aid
through these grant programs will be used for outdoor recreation
and be retained in such use in perpetuity unless as otherwise
provided and agreed to be the relevant funding agencies, the City,
and any affected federal entity.
6. That adequate notice has been given to the public and
opportunity for public input has been provided including published
notices, a community meeting, a survey, development of a
comprehensive parks and recreation plan, and newspaper articles.
7. That the City of Port Townsend does certify that the City is
owner of the land to be developed and the tidal area to be affected
based on current knowledge, provides assurance there are no
encumbrances on the land which would restrict recreation use of the
land as proposed in these applications.
8. That the Mayor is hereby authorized and directed to dedicate
available staff, consultants, and capital resources to the timely
and cost effective implementation of this course of action.
9. That this resolution become part of the formal applications to
be submitted for the funding of the City Dock Project.
