HomeMy WebLinkAbout90-097RESOLUTION A RESOLUTION ADOPTING THE PROJECT PRIORITIES OF ~{E PORT TOWNSEND CITY COUNCIL FOR 1991· WHEREAS, the improvements to public facilities and services needed by the citizens of Port Townsend exceed the resources available to meet those needs; and WHEREAS, WHEREAS, in order to make the most effective use of available resources, the City Council desires that work plans be carefully prioritized in the coming year to address the most important public needs; and the City Council discussed public needs and priorities at a day-long public meeting on September 21, 1990; Now, Therefore, BE IT RESOLVED by the City Council of the City of Port Townsend that the following projects are hereby designated as high priority for emphasis in work plans, budgets and public participation during 1991: CURRENT COMMITMENTS The projects listed below are currently underway and are hereby reconfirmed as prior commitments of the city. Secondary Wastewater Treatment Plant--Review value engineering results, obtain required permits, assure funding and initiate construction. Lead responsibility: Bob Wheeler, Public Works Director Water Treatment--Review appropriate plans, specifications, regulations and monitoring data; recommend short and long term water treatment improvements. Lead responsibility: Bob Wheeler, Public Works Director Storm DrainaGe--Review and recommend appropriate revisions to the storm drainage plan and construction schedule; initiate construction. Review and recommend improvements to the storm drainage ordinance and permitting and inspection procedures. Lead responsibility: Bob Wheeler, Public Works Director 10. 11. Street Standards Ordinance--Assure effective implementation of the new street standards ordinance. Recommend amendments as experience dictates. Lead responsibility: Bob Wheeler, Public Works Director City Dock--Assist the City Dock Committee secure funding to renovate and improve the facility in accordance with the adopted concept plan and the Urban Waterfront Plan, once adopted. Manage construction project, if funding obtained. Lead responsibility: Bob Wheeler, Public Works Director Lord's Lake Dam Safety--Review Dam Safety Report and recommend improvements and funding. Lead responsibility: Bob Wheeler, Public Works Director EmDloyee Safety--Update and assure continued training and implementation of the City's Hazard Communication Program. Continue to assist the Employee Safety Committee achieve its training, equipment and work methods safety improvement goals. Lead Responsibility: David Grove, Clerk-Treasurer Water Service Area Policy--Develop and recommend water service area policy based on legal obligations to serve, water system capacity, and growth management considerations. Lead responsibility: Bob Wheeler, Public Works Director Equipment RePlacement Reserve--Inventory existing equipment and estimate the expected remaining useful life of each major item. Recommend revisions to equipment rental schedules to assure adequate reserves for timely replacement. Coordinate results with Capital Improvement Program. Lead Responsibility: David Grove, Clerk-Treasurer Port Townsend Gateway Project--develop a specific Gateway Development and Funding Plan for the Gateway planning area improvements (City Limits to Ferry Terminal); develop route development plan in conjunction with the State Department of Transportation; develop property owners' design and development workbook; initiate funding requests. Lead responsibility: Michael Hildt, Planning and Building Director Urban waterfront Plan--Complete and obtain adoption of the Urban Waterfront Plan and implementing ordinance(s). 12. 13. 14. 15. 16. 17. Initiate capital improvement planning and funding as prescribed in the plan, once adopted. Prepare and obtain approval of remaining amendments to regulations necessary to fully implement the adopted plan. Lead responsibility: Michael Hildt, Planning and Building Director Desian ReviewGuidelines--Assist the Historic Preservation Commission develop and adopt specific design review guidelines for the Historic District. Expand and revise for other areas of the urban waterfront planning area as the adopted plan may determine. Lead responsibility: Michael Hildt, Planning and Building Director Sign Code Update/Implementation--Complete and obtain adoption of the sign code update ordinance; provide the necessary public information, notification, administration and enforcement for effective implementation. Lead responsibility: Michael Hildt, Planning and Building Director ParK'S comprehensive Plan--Coordinate City Council consideration and adoption of the Park Board's Recommendations for a new Park's Comprehensive Plan. Lead responsibility: Bob Wheeler, Public Works Director Mobile Home Zoning--Complete review and make recommendations for amendments to the zoning code pertaining to the permit- ted locations for mobile homes pursuant to Substitute House Bill 1690. Lead responsibility: Michael Hildt, Planning and Building Director Employee Focus Group Program--Continue to assist the Employee Focus Group Steering Committee facilitate improved employee communication, closer coordination, and meaningful involvement in decisions effecting the workplace and the community. Consider producing an employee newsletter. Lead Responsibility: Mayor Brent Shirley Personnel Policies and Procedures--Develop and publish a personnel policy and procedures handbook for employees and supervisors. Lead responsibility: David Grove, Clerk-Treasurer - 3 - PRIORITY ADDITIONAL GOALS FOR 1991 The following projects are listed in order of priority for new projects during 1991, should resources permit initiation of one or more new projects in addition to the prior commitments listed above. Legal Services--Review and recommend alternative means to obtain improved legal services to the City Council, Mayor, and City Departments. Lead responsibility: Mayor Brent Shirley Capital Improvement Program--Develop a capital improvement program through which the City Council, with the assistance of city departments and citizens, can set capital improvement priorities and plan implementation over a multi- year program in an orderly, on-going system. Assure close coordination with city land use, urban design and financial plans and policies. Lead responsibility: Bob Wheeler, Public Works Director Transportation Plan/Development Impact Fees--Initiate development of a plan for future transportation facilities and management throughout the city. In coordination with the Public Works Director, Jefferson County and the requirements of state growth management legislation, assure the planning process considers motor vehicle, public transit, pedestrian and bicycle modes, as well as transportation management programs which may relieve congestion. Provide the planning, level-of-service and fair-share cost accounting basis for development impact fees to help mitigate transportation demands arising from new development. Lead responsibility: Michael Hildt, Planning and Building Director Utility Rate Study/Development Impact Fees--Analyze present and future utility demands, costs and appropriate schedules to recover costs from customers. Consider policy implications of alternative allocation (rate schedule) models. Coordinate with water service area policy planning. Provide the planning, cost-of-service and fair-share cost accounting basis for development impact fees to help - 4 - mitigate utility service demands arising from new development. Lead responsibility: Bob Wheeler, Public Works Director Se Land Use/Zoning Ordinance Updates--Prepare updating ordinances concerning multi-family zoning, allowed density of bed & breakfast inns, and revised variance criteria. Assist the Planning Commission and City Council consider the draft ordinances. Lead responsibility: Michael Hildt, Director, Planning and Building Department Regulations Enforcement--Improve enforcement of the building, construction, zoning, subdivision and environmental protection regulations of the City in accordance with the City Council's Enforcement Policy (Resolution No. 88-68). Prepare draft ordinance replacing criminal sanctions to civil infractions in appropriate enforcement and violation sections of the municipal code. Publish 1991 Building and Development Handbook Lead responsibility: Legal support: Michael Hildt, Planning and Building Director Keith Harper, City Attorney Ferry Parking and Access--In coordination with Washington State Ferries, develop a parking and holding plan to eliminate obstruction of city streets and businesses. Obtain agreement on a Memorandum of Understanding adopting the plan as a vehicle to s~ek and obtain funding and implementation. Lead responsibility: Michael Hildt, Planning and Building Director Growth Management--In coordination with Jefferson County, continue to implement the Regional Growth Management Strategy adopted by the City Council and the Board of County Commissioners. Prepare and present comprehensive plan amendments commensurate with the Urban Waterfront and the Strip Commercial (Gateway) subarea plans, after adoption. Facilitate community mission identification through the Jefferson 2000 project. Continue to update the Comprehensive Plan as capital improvement, transportation and multi-family housing elements are addressed. Lead responsibility: Michael Hildt, Planning and Building Director - 5 - Tourism Policy--Coordinate tourism policy development in concert with Jefferson County, the Economic Development Council, Main Street and the Chamber of Commerce. Lead responsibility: Mayor Brent Shirley 10. City Work Space--Review alternatives and implement short term solutions to the immediate work space needs of the Public Works and Planning and Building Departments.
