A RESOLUTION authorizing a contract for
consulting services with Hudson and Jelaco
for economic analysis that will aid in the
production of a specific development plan for
the Port Townsend Urban Waterfront Project.
on June 5, 1990, the City Council adopted by Ordinance
2192 a moratorium period to allow for interim planning
for future development of the Port Townsend Urban
Waterfront; and
the Joint Urban Waterfront Plan Committee has
selected the firm of the Hudson and Jelaco,
to provide assistance with economic analysis
following an open, competitive process; Now,
Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that the Mayor is hereby authorized to enter into an agreement
for services with Hudson and Jelaco substantially in the form of
the agreement attached hereto as Attachment A.
BE IT FURTHER RESOLVED that any actions taken pursuant to the
authorization of this resolution but prior to its adoption are
hereby ratified and confirmed.
Passed by the City Council of the City of Port Townsend and

CONSULTANT CONTRACT
This contract, made and entered into this day of
, 1990 by and between Hudson and Jelaco,
hereinafter called "Consultant," and the City of Port Townsend,
hereinafter called the "City".
WITNESSETH:
The parties hereto mutually covenant and agree to and with each
other as follows:
1. WORK
Consultant shall provide design assistance to produce
specific economic analysis reports for the Joint Urban
Waterfront Planning Committee. Consultant shall execute the
Scope of Work as outlined and attached in Exhibit B.
2. PAYMENT
The City agrees to pay, and the Consultant agrees to accept,
in full payment for the performance of this contract, the
contract amount of up to Eleven-thousand and thirteen
dollars
($ 11,013), as follows:

Upon receipt and acceptance by City of the initial
economic analysis of the DRAFT Urban Waterfront Plan

Upon receipt and acceptance by City of the economic
analysis report and the multi-criteria evaluation of
proposed aquisitions which will be a component of the
FINAL Urban Waterfront Plan
............................................. $ 8,013
The Consultant may invoice monthly for percentage complete
of elements A and B above. City agrees to pay within thirty
(30) days of receipt of invoice.
Consultant is responsible for payment of all withholding
required by law including, but not limited to, taxes, social
security (FICA) and worker's compensation. City is not
liable for such withholding and will only be responsible for
the fees established under this agreement.
3. CHANGE ORDERS
The City may at any time, by a written order, make changes
to the Scope of Work defined by this contract. If any such
change causes an increase or decrease in the cost of, or the
time required for, the performance of any part of the work
