A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
AUTHORIZING THE MAYOR TO SIGN A MEMORANDUM OF UNDERSTANDING
WITH JEFFERSON COUNTY FOR BIOSOLIDS MANAGEMENT.
WHEREAS, The City has been intbrmed of Jefferson County's intention to close the Jefferson
County landfill to the receipt of the City's biosolids; and
WHEREAS, The City is under a compliance schedule from the State Department of Ecology
to construct a new secondary wastewater treatment facility, and is scheduled to have this facility
in operation by December 1993; and
WHEREAS, The new facility will produce excess biosolids that must be handled and reused
in an environmentally acceptable manner: and
WHEREAS, The City has completed a study evaluating biosolids management options and
recommends combined composting of the treatment plant biosolids with yard wastes as the
preferred plan; and
WHEREAS, The Jefferson County landfill has been identified as the preferred location for the
necessary composting facility, and
WHEREAS, The City's composting facility can accommodate septage, and
WHEREAS, The City could treat the liquid portion of the septage at a treatment facility at the
landfill and possibly dispose of the treated liquid on-site,
N O W T H E R E F O R E
Be it resolved by the City Council of the City of Port Townsend that it authorizes the Mayor to
sign a Memorandum of Understanding with Jefferson County to work cooperatively on biosolids
and septage management.
