A RESOLUTION adopting Phase I of the
Comprehensive Public Access Plan which
provides guidance in the design of street-end
public access improvements and an
implementation schedule for the provision of
those improvements within the Shoreline
Management Master Program's Port Townsend
Urban Waterfront Special District.
the Port Townsend Urban Waterfront plan was
adopted by the City on December 4, 1990; and
the recommendations of the Urban Waterfront
Plan included the enhancement of street-ends
along the shoreline of the Urban Waterfront
Special District; and
the office of Shoreland and Coastal Zone
Management of the Washington State Department
of Ecology provided matching grant assistance
to the City of Port Townsend to develop a
Comprehensive Public Access Plan for the Urban
Waterfront Special District; and
the Comprehensive Public Access Plan would
address access improvements to street-ends
located in the Urban Waterfront Special
District; and
a Shoreline Public Access Advisory Committee
was formed to provide direction and guidance
in the preparation of the Comprehensive Public
Access Plan, and in the design of street-end
improvements; and
the Shoreline Public Access Advisory Committee
facilitated a one-half day Design Charette to
involve the public in the preliminary
development of the Comprehensive Public Access
Plan, and the design of street-end
improvements; and
three public hearings were subsequently held
to allow for continuing public involvement in
the development of the plan and proposed
designs for street-end improvements; and
the Port Townsend / Jefferson County
Shorelines Management Advisory Commission has
reviewed the Comprehensive Public Access Plan,
and recommended its adoption; and
Phase I of the Comprehensive Public Access
Plan provides guidance in the design of
street-end public access improvements and is
consistent with the policies and performance
standards found in the Shoreline Management
Master Program and the Urban Waterfront Plan;
and
the provision of. street-end public access
improvements as specified in Phase I of the
Comprehensive Public Access Plan would provide
benefit to the residents of Port Townsend;
Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that Phase I (pages 13 thru 29) of the Comprehensive Public Access
Plan as recommended by the Jefferson County Shoreline Management
Advisory Commission and dated July, 1992, is hereby adopted.
Passed by the City Council of the City of Port Townsend and
