RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE CITY MANAGER TO EXECUTE
AGREEMENTS WITH CERTAIN GOVERNMENTAL, NONPROFITS
AND OTHER ENTITIES CONSISTENT WITH FISCAL YEAR 2010
APPROVED BUDGET
WHEREAS, the City Council approved first reading of Ordinance 3028 at its
November 16, 2009 meeting and approved the 2010 budget by adoption of Ordinance 3028 at the
December 7, 2009 meeting, which provides City funding for certain governmental services,
nonprofit organizations, certain other entities or services or projects, and certain other annual
contracts of a reoccurring nature; and
WHEREAS, pursuant to PTMC 3.46.100, the City Council determines it appropriate to
authorize the City Manager to execute agreements with the nonprofit organizations, and for other
annual contract providers or services or projects, in amounts consistent with the 2010 approved
annual budget, as set forth on the attached list (Exhibit A) entitled "Approved Contracts,"
subject to the direction provided in this Resolution;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Port
Townsend that the City Manager is authorized to execute agreements in the form approved by the
City Attorney with the governmental, nonprofits, other entities and certain annual contract
providers, in the amounts approved in the adopted 2010 annual budget, as shown on the attached
list .entitled "Approved Contracts," subject to the direction provided in this Resolution, and
subject to the following.
Contracts for The Boiler Room (non-profit) and the County Interlocal for Substance Abuse
should not be executed until further action and approval by the City Council, following review
by staff and Council on potential collaborative and cost-saving efforts.
ADOPTED by the City Council of the City of Port Townsend at a regular business
meeting thereof, held this seventh day of December 2009.

COUNCIL DIRECTION -Council provides the following direction.
A. For nonprofit organizations:
1. Ensure that organization's plans or goals as presented to the City as part of budget
request are identified and become contract requirements.
2. Require the organization to provide a report by Oct. 1 (for use by City Council in the
2011 budget process) that addresses:
• Needs that program meets in the community.
• Outcomes and description of how outcomes are measured.
• Methods for increasing program effectiveness (for example, partnering with other
agencies).
• Clientele (city or county or other, and how measured).
• Amount and sources of other revenues.
B. For all contracts, contracts shall include the following (paragraph numbers correspond to
Exhibit A numbers above):
1. Boiler Room: Provide that additional funding is earmarked for items in "Proposal to the
Port Townsend City Council for 2009 Funding Assistance (12 Nov. 2008)" including:
extend hours of management from 30 hours to 40 hours); hire staffing intern; equipment
purchase; overhead support.
2. Domestic Violence Sexual Assault Program. Ensure additional monies over 2008
contract assist in DVSA transition to new facility.
3. Port Townsend Civic Trust -Main Street. Ensure additional monies are earmarked for
winter promotion (in lieu of lodging tax funding for this program).
4. YMCA: Ensure that deliverables and measurements in existing contract are being met.
5. Lodging Tax: Christina Pivarnik and Chamber Visitor Information Center
6. Jefferson County Jail Services, including medical
7. Municipal Court (District Court)
8. Dispatch
9. Health and Human Services: Animal Control and Substance Abuse
10. 2010/2011 Washington State Cooperative Agreement (ILA) -purchasing cooperative
two-year membership participation fee
