A RESOLUTION AUTHORIZING THE MAYOR SIGN AN AGREEMENT WITH
ENVIROSEARCH (C. JOSEPH BRESKIN) FOR SERVICES RELATED TO
GIS DEVELO~ AND OTHER PUBLIC WORKS COORDINATION.
The City of Port Townsend continues to develop GIS
mapping of the City as previously approved by Council;
and
It is necessary for the City include in that project
staff training and other types of program development
pertaining to the GIS system; and
It is desirable to include in this work other Public
Works coordination of staff and program development as
originally intended to be administered by a Public Works
Coordinator, as previously approved by Council; and
The city does not currently have the ability to do this
work with existing staff,
N O W T H E R E F O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that it authorizes the Mayor to sign an agreement with
Envirosearch/C. Joseph Breskin for the above work, substantially as
outlined in the attached scope of work.

PROFESSIONAL SERVICES AGREEMENT
This Agreement is made as of April 1, 1993, by and between the City of Port'
Townsend, a municipal corporation and city of the third class under the laws of Washington
State (hereafter "City), and C. Joe Breskin whose address is Envirosearch, 35 Cape George
Wye, Port Townsend, Washington, 98368, (hereafter "Contractor").
RECITALS
(1)
The City desires to undertake the Project generally described in Section 1
below.
(2)
The City is in need of certain services in connection with the Project, which
services are more particularly described in Section 2 below.

The City does not have sufficient staff to conduct such services itself.
The City has investigated the qualifications of Contractor to perform such
services and f'mds that Contractor is qualified to perform the services required.
NOW, THEREFORE, the City and the Contractor mutually agree as follows:
SECTION 1. Project Description. The Project for which Contractor's sen, ices are
required is generally described as follows:
To lead City efforts in matters related to the Geographical Information System (GIS,
The System), including setup of The System, management of The System,
participation in City-County IDMS, coordination with consultants, staff, and other
agencies, education and training of staff, representing the City at meetings and
discussions. Also, to perform other work related to watershed and water issues, as
directed, and various other Public Works research, data development, and information
management projects, including development and implementation of a Fleet
Management system.
SECTION 2. Contractor's Services. Contractor agrees to perform and finnish
the services set forth in attached ~, which is by this reference incorporated herein as
if set forth in full.
SECTION 3. Comnensation. The City agrees to pay and the contractor agrees to
accept as full compensatior~ for all services to be performed, the amount or amounts and
payable at such times as set forth in attached Exhibit B, which is by this reference
in~brporated herein as if set forth in full.
