ESOLUTION
NO. 93-105
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE MAYOR TO AWARD THE BID FOR
A TUB GRINDER FOR THE BIOSOLIDS/COMPOSTING FACILITY.
WHEREAS,
The City is expanding the Wastewater Treatment Plant and constructing a
biosolids/composting facility as required by the Washington State Department of
Ecology; and
WHEREAS, The City wishes to construct the facility in a time frame that will eliminate the
need to haul septage/sludge long distances for any longer than is necessary; and
WHEREAS,
The City has now received grant funds for the construction of this
facility and has signed an Interlocal Agreement with Jefferson County and begun
on Phase I of the facility; and
WHEREAS, The project includes funds budgeted for heavy equipment including a tub grinder;
WHEREAS, The City has advertised and bid for this equipment in a fair and timely fashion,
according to State and local laws,
N O W T H E R E F O R E
Be it resolved by the City Council of the City of Port Townsend that it authorizes the Mayor to
award the bid for a tub grinder to Everett Equipment (Olathe) for $102,370.13, for use at the
biosolids/composfing facility site.
Be it further resolved that, on the basis of the memoranda dated August 16, 1993 from Robert
Wheeler and John Merchant regarding tub grinder bids, that the two lowest bidders failed to
successfully meet the City's on-site demonstration criteria and the estimated lower overall long
term operation costs.
Adopted by the City Council of th~of Po~wnsend and signed by the Mayor this 19th
day of August, 1993.
