A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PORT TOWNSEND ESTABLISHING A COMMAND
CHAIN IN THE EVENT OF AN EMERGENCY DURING AN
ABSENCE OF THE MAYOR.
WHEREAS, the City of Port Townsend lies in a geographic location susceptible to both
natural and manmade disasters including, but not limited to earthquake, winter storm, flood,
volcanic activity, and hazardous materials incidents, both on land and within Puget Sound and
the Straits of Juan de Fuca; and
WHEREAS, a coordinated effort is required to plan for, mitigate, and recover from such
possible disasters; and
WHEREAS, local disaster resources are limited, placing the City in reliance upon mutual
aid from the County and surrounding jurisdictions; and
WHEREAS, the Mayor is the statutory authority to declare a local emergency thereby
setting into motion various mutual aid agreements; and
WHEREAS, the Mayor must, from time to time, absent himself from the community or
otherwise be unavailable; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL FOR THE CITY OF PORT
TOWNSEND:
For the purposes of assuming the Mayor's responsibilities during times of natural or
manmade disasters or emergencies in his absence, the City Council establishes the
following list of elected members to assume such duties:
In the event the Mayor is unavailable during an emergency, the Mayor's
duties shall be assumed by the Mayor pro tern.
In the event that both the Mayor and the Mayor pro tern are unavailable during
an emergency, the Chair of the Public Safety Committee shall assume the
Mayor's responsibilities insofar as necessary to direct the City's emergency
response.
