A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND AUTHORIZING THE MAYOR TO SIGN A PSWQA ACTION
GRANT CONTRACT FOR AN $80,800 PROJECT TO DIVERT AND
BIOFILTER STORMWATER THROUGH THE PORT OF PORT
TOWNSEND
WHEREAS, The Port of Port Townsend ("the Port") and the City find it mutually beneficial
to develop and improve stormwater facilities in a basin that collects SR20 and
local roadway runoff and discharges it on Port property; and

The City, in coordination with the Port, has applied for, and the Puget Sound
Water Quality Authority CPSWQA") has approved a grant to assist the City and
Port with the design and development of stormwater facilities as part of the project
that also includes a public education element; and
The City and the Port are making financial commitments and allocating
responsibilities through an Interlocal Agreement; and
the City Council finds that the proposed regional project is desirable to reduce
contamination and sedimentation of wetlands and the Puget Sound from roadway
runoff in accordance with PSWQA policies, state water quality standards and City
stormwater objectives; and
PSWQA approval of the grant application occurred in December 1993 and was
therefore not included in the annual budget process.
N O W T H E R E F O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND AS
FOLLOWS:
An amount of $90,000 is to be allocated for this project, including contingency and sales
tax, through a supplemental budget request.

Staff shall prepare an ordinance to revise the Capital Improvement Program and establish
the project budget.
The Mayor is to sign an Interlocal Agreement with the Port of Port Townsend in
substantially the form as attached hereto.
The Mayor is to sign a Grant Agreement in substantially the form as attached hereto.
Adopted by the City Council of the City of Port Townsend and signed by the Mayor this 4th day
of April, 1994. ~
