A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF PORT
TOWNSEND ADOPTING A POLICY OF MAINTAINING A DRUG-FREE
WORKPLACE
WHEREAS, the City Council of the City of Port Townsend recogniZes that it is in the
best interests of the citizens of this community and the employees of the City to maintain a drug-
free workplace for all City departments.
NOW THEREFORE, THE CITY OF PORT TOWNSEND RESOLVES AS
FOLLOWS:
A. It is the policy of the City of Port TOwnsend to maintain a drug-free workplace.
To this end, the unlawful manufacture, distribution, dispensing, possessing or use of controlled
substances in the workplace is prohibited;
B. The Mayor is directed to send a letter to all department heads notifying them that
they are required to inform all new employees of this drug-free policy;
C. It shall be City policy that employees are required to report to management,
within five days, any criminal conviction for a violation that occurs in the workplace, and all
employees shall be so notified by management; and
D. Management is directed to take appropriate action against employees convicted
of a violation that occurs in the workplace.
The City further recognizes that new federal rules requiring alcohol and drug testing for safety-
sensitive workers who drive commercial motor vehicles requiring a commercial drivers license
to operate, may apply to certain city employees. The types of testing required under those rules
are: pm-employment; post-accident; reasonable suspicion; random, and; return-to-duty and
follow-up. It is the Council's intent to adopt by or before January 1, 1996, a more detailed
drug-free workplace policy, to include drug testing programs as required by state and federal
law, and as discussed and negotiated with the Union.
