A JOINT RESOLUTION of the City of Port Townsend and the
Port of Port Townsend adopting the goals of the Draft Point
Hudson Master Plan.
WHEREAS,
on December 4, 1990, the City Council adopted the Urban Waterfront Plan,
which also directed Port and City officials to establish a Point Hudson Advisory
Committee to prepare planning recommendations for the Port of Port Townsend's
Point Hudson property; and
WHEREAS,
the Point Hudson Committee was established in April of 1991 and was charged
to "help achieve community consensus on the future uses of Point Hudson and lay
the foundation for the transition to those uses; and to assist and inform the City
Council and Port Commission in the development of policies, programs and
projects for the future of Point Hudson;' and
WHEREAS,
the Commi~ee has completed Phase I, Phase II, and Phase III of the planning
process, and has adopted a final report entitled, A Master Plan for Point Hudson:
Managing a Public Resource; and
WHEREAS,
on December 7, 1994, the Committee presented the draft Master Plan goals,
findings, and recommendations to a special public workshop meeting before the
City. Council, Port Commission, and Shoreline Advisory Commission; and
WHEREAS,
the City Council and Port Commission commend and express their appreciation
to the Point Hudson Advisory Committee for their efforts on behalf of the
community in completing the Point Hudson Master Plan; and
WHEREAS,
the City Council or Port of Port Townsend may agree to separately, or jointly,
add, delete or change the draft Point Hudson Master Plan contents prior to
adoption by either agency; and
WHEREAS,
after timely notification, public review and consideration of future plan revisions,
the City Council anticipates adopting the Point Hudson Master Plan by reference,
within the City of Port Townsend Comprehensive Plan and/or the Port Townsend
Shoreline Master Program. NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND AND
THE PORT OF PORT TOWNSEND OF JEFFERSON COUNTY that the goals of the Draft
Point Hudson Master Plan are hereby adopted to be used in future planning and development
activities for the Point Hudson area. These goals are:

Point Hudson must be financially self-supponing.
Protect small scale nature.
Provide a high degree of public access/use.
Preserve the historic character.
Encourage the marine tradks and water-oriented uses.
Maintain property in Pon/public ownership.
