RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
WAIVING PUBLIC BIDDING REQUIREMENTS PURSUANT TO
RCW 35.23.352(9), AUTIIORIZING THE DEPARTMENT OF PUBLIC WORKS
TO PURCHASE FIRE HYDRANTS FROM A DESIGNATED SUPPLIER
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, the City of Port Townsend purchases fire hydrants for public safety
purposes; and -
WHEREAS, the City is authorized pursuant to RCW 35.23.352(9) to waive by resolution
public bidding requirements where particular materials, supplies, equipment, or services are
subject to special market conditions; and
WHEREAS, it is necessary for the City in ensuring the proper acquisition and
maintenance of fire hydrants to purchase the hydrants from a sole supplier, in order to eliminate
the need for different tools, inventory of parts, and variation in maintenance needs and
problems; and
WHEREAS, the City desires to purchase Mueller Fire Hydrants through Western
Utilities Supply Company, at a price which is competitive with suppliers of other hydrant
brands; and
WHEREAS, Mueller Fire Hydrants are of a superior quality, best serving the interests
of public safety, providing a reliable means for addressing fire protection concerns within the
City of Port Townsend, and have proven to be satisfactory for City purposes,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend that the Public Works Department is hereby authorized to purchase Mueller Fire
Hydrants through Western Utilities Supply Company without the necessity of complying with
general bidding process requirements contained within 35.23.352.
