A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND FINDING THE CONCEPTUAL DESIGN FOR PHASE I OF
SAN JUAN AVENUE IMPROVEMENTS, AS PRESENTED BY PERTEET
ENGINEERING, SUBSTANTIALLY FULFILLING THE NEEDS FOR
IMPROVING THE ROADWAY, PROVIDING PEDESTRIAN AND BICYCLE
FACILITIES, AND AUTHORIZING THE CONSULTANT TO PREPARE THE
FINAL DESIGN.

Perteet Engineering, Inc., is the consultant selected to prepare a design study
for the City and has participated in a series of design workshops with citizens
interested in improvements to San Juan Avenue; and
The consultant has also timely responded to critical needs for providing
improvements that will enhance access to the new Blue Heron School by the
time it opens this fall; and
The consultant has prepared a conceptual design incorporating roadway
improvements including widening lanes, adding bicycle lanes and pedestrian
paths, reducing adverse vertical grades, collecting stormwater and treating it
through biofiltration swales and a wet pond, relocating and improving
associated utilities; and
The consultant has the experience and expresses a willingness to assist the City
in becoming a Local Agency for CA (Certification Acceptance) to complete the
design, conduct advertising, and award activities and administer the
construction contract; and
Due to limited resources of City Staff, the Consultant offers services and staff
that the City cannot otherwise provide for this project,

NOW THEREFORE
BE IT RESOLVED by the City Council of the City of Port Townsend affirms the conceptual
plan as presented March 2, 1995 at the Jefferson County Fairgrounds Arts Building and
furthermore directs:
1. The Consultant shall proceed with the final design of the Phase I.
The Consultant is requested to prepare a supplemental contract proposal for
assisting the City with Local CA authority for San Juan Avenue construction
administration.
3. Staff is to submit an application for Certification Acceptance for Phase I of San
Juan Avenue Improvements
A technical committee is to be formed to work with and respond to specific details
and issues raised during the conceptual phase including tree preservation, wildlife
considerations, intersection details at San Juan and "F" Streets, curb radii, crosswalk
and speed tables, ADA standards, sidewalk alignments and configuration, and
driveway criteria.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor this
6th day of March, 1995.
