A RESOLUTION authorizing the Mayor to enter into an
agreement with the State of Washington Department of Natural
Resources for an ALEA Construction Grant (AL-169).

in 1867, three Port Townsend men formed the Union Wharf Company, the first
company to be incorporated into the state of Washington; and
over its long history, Union Wharf has accommodated a variety of maritime and
commercial uses central to the historic downtown of Port Townsend; and
in 1981, Union Wharf was closed due to its dilapidated state, and Jefferson
County and the City of Port Townsend have since worked at marketing and
reconstructing the wharf; and
the Department of Natural Resources has allocated a $30,000 planning grant
(Phase I) to the City of Port Townsend in 1994 to design a public access project
from funds available from the Aquatic Lands Enhancement Account.
the City established the Union Wharf Design Advisory Committee to prepare a
preferred alternative design to replace Union Wharf and the Committee has
developed a recommended design and Final Report (February 1995) completing
Phase I of the project; and
the Department of Natural Resources has allocated $2,000,000 in additional
ALEA grant funds to the City of Port Townsend for Phase II of the project,
which includes the demolition of the existing Union Wharf structure, preparation
of'the final design of the preferred alternative, and construction of the final design
of the project to replace historic Union Wharf;. and
the Union Wharf Design Committee recommends proceeding with the preferred
design using the services of Peratrovich, Nottingham & Drage, Inc., to assist the
City in developing the final design, construction drawings, bid package and grant
administration of the project; and
the City Council gives preliminary support and approval of the preferred concept
design plan as described in the Union Wharf Final Report (February 1995) for the
purposes of moving forward with the final design and permitting, recognizing that
a final Council decision on the project will come later during consideration of
permits associated with the proposed project; Now, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that
the Mayor is hereby authorized to enter into an ALEA construction grant agreement with the
Washington State Department of Natural Resources, substantially in the form of the agreement
attached hereto as Exhibit 1.
BE IT FURTHER RESOLVED that any actions taken pursuant to this authorization but prior
to its adoption are hereby ratified and confirmed.
