A RESOLUTION AUTHORIZING THE MAYOR TO APPLY FOR A PUBLIC WORKS
TRUST FUND LOAN ON BEHALF OF THE PORT FOR A STORMWATER PROJECT.
the Port has adopted a Comprehensive Stormwater
Management Plan as the cornerstone of it commitment to
enhance and protect water quality in adjacent wetlands
and Shoreline of Statewide Significance; and
the Port is potentially a major contributor of nonpoint
source pollution to the environmentally sensitive
wetlands and the aquatic environment of Port Townsend
Bay. In addition, flooding within the planning area
results in periodic damage to business operated by Port
tenants. The proposed construction project will establish
a physical system which will substantially reduce these
risks; and
the unique uses of the Port Townsend Boat Haven and
Industrial Park result in water quality impacts and
considerations that place the site beyond the scope of
the concurrent City of Port Townsend's Stormwater
Management Plan process; and
continuation of most of the Port's marine
operations activities are dependent upon the
compliance with the Port's NPDES permits; and

the Port is developing a stormwater conveyance and
treatment infrastructure system for the Port Townsend
Boat Haven and Industrial Park; and
the City desires to assist the Port to fund construction
of the stormwater conveyance and treatment infrastructure
system through the Public Works Trust Fund; and
the Port is not directly eligible to participate in the
Public Works Trust Fund;
NOW . THEREFORE .
BE IT RESOLVED by the City Council of the City of Port Townsend
that the Mayor is hereby authorized to apply for the Public Works
Trust Fund Loan on behalf of the Port and,
FURTIiERBE I?RE$OLVED that acceptance of a Public Works Trust Fund
loan will be contingent upon and subject to the Port and the City
entering into a mutually acceptable interlocal agreement that will
specifically detail responsibilities and liabilities between the
parties, ownership of real property and stormwater systems,
maintenance requirements, and other pertinent issues, including a
conveyance document for ownership and maintenance of facilities and
or properties that may come under the ownership of the City.
