A RESOLUTION AUTHORIZING THE MAYOR TO SIGN ANAPPLICATION
TO THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATION (IAC)
FOR FUNDING ASSISTANCE AS PROVIDED BY THE WASHINGTON
WILDLIFE RECREATION PROGRAM.
Whereas,
Resolution No. 95-52 authorized a joint undertaking with
the Port of Port Townsend to purchase the real property
commonly known as the Thomas Oil property; and
Whereas,
Based on the progress in the negotiations with the owners
of the Thomas Oil property, it is now appropriate to
begin exploring all potential means to assist the City in
meeting its commitment to provide funding for a portion
of the purchase price; and
Whereas,
Ordinance No. 2216 adopted an Urban Waterfront Plan for
the City which has as an essential element the
acquisition of the Thomas Oil property as a site for a
marine-oriented public area and other uses; and
Whereas,
The acquisition of the Thomas Oil property is included in
the City's 1995 Capital Improvement Program; and
Whereas,
Under the provisions of the Washington Wildlife
Recreation Program, state and federal funding assistance
has been authorized and made available through IAC to aid
local governments in the financing of acquisition costs
for lands that provide water access; and
Whereas,
Based on the foregoing, it is appropriate for the City to
make application to IAC for financial assistance with
regard to the acquisition of the Thomas Oil property,
N 0 W T H E R E F 0 R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND as
follows:
1. That the Mayor be hereby authorized to sign an
application to IAC for funding assistance regarding the acquisition
of the Thomas Oil property under the provisions of the Washington
Wildlife Recreation Program; and
2. That any funding assistance received through IAC be used
to assist in defraying the cost of acquiring the Thomas Oil
property pursuant to the intertocal agreement with the Port of Port
Townsend authorized by Resolution No. 95-52; and
3. That cash provided by the Port of Port Townsend be used
as the local share of the project; and
4. That any property acquired with financial assistance
provided through IAC be placed in use as an outdoor recreation
facility and retained in such use in perPetuity unless otherwise
agreed by the City Council, the Port of Port Townsend, IAC and any
affected federal agency; and
5. That this resolution become part of the application to IAC
for financial assistance.
Adopted by the City Council of the City of Port Townsend and signed
by the Mayor this 19th ~995.
