A RESOLUTION ~ URBAN WILDLIFE HABITAT
The City is in the process of revising its comprehensive
plan, as mandated by the Growth Management Act (GMA); and
In connection with this process, the City is soliciting
and encouraging public involvement to such a degree that
it will not be possible to have a revised comprehensive
plan adopted on or before the current deadline of July 1,
1995; and
One of the stated goals of GMA to be implemented in the
revised comprehensive plan is the preservation of'
wildlife habitat in the City as a defined Urban Growth
Area; and
In order more effectively and efficiently to pursue
opportunities related to the preservation of wildlife
habitat particularly sensitive to rapidly increasing
development pressure in portions of the City previously
not capable of development, it now ms appropriate that
certain policies regarding wildlife habitat proposed for
inclusion in the land use element of the revised
comprehensive plan, as developed and reviewed by the Land
Use Workgroup comprised of local residents and supported
by City staff, be approved, subject to further
consideration through the Growth Management Act planning
process; and
Resolution No. 94-17 affirmed the City Council's support
for the policies contained in the existing Comprehensive
Parks and Recreation Plan adopted in 1991; and
The existing Comprehensive Parks and Recreation Plan
contains a policy "(t)o preserve and maximize...wildlife
corridors..." which does not conflict with the policies
regarding wildlife habitat addressed in this resolution;
and
Actions taken by the City to acquire wetlands and open
space areas within and adjacent to the plat of Fowler's
Park Addition are indicative of the City's support for'
the concepts embodied in the policies adopted by this
resolution; and
Whereas,
The policies do not conflict with the objectives of the
North Quimper Wildlife Corridor project of Jefferson Land
Trust to link habitat along natural drainages in the area
between Middlepoint and Fort Worden State Park, which the
City Council has supported by Resolution No. 94-103
authorizing a Memorandum of Understanding between the
City and Jefferson Land Trust regarding habitat within
the project area inside the municipal boundaries,
N O W T H E R E F O R E
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND
that, subject to further, consideration through the Growth
Management Act planning process, the City adopts the following as
policies regarding urban wildlife habitat, as set forth in Land Use
Goals & Policies / Workgroup Pre-Release Draft dated 5/2/95:
1. Designate and retain wetlands, drainage corridors and
other areas that provide essential habitat for priority plant or
wildlife species as passive open space.
2. Where possible, accommodate multiple functions within
(an) open space and trails system, including: stormwater
management; viewpoints; wildlife habitat; and passive recreation.
