HomeMy WebLinkAbout96-091Resolution No. 96- ~/ RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND AUTHORIZING THE FINANCE COMMITTEE TO MAKE DECISIONS ON FUNDING REQUESTS UNDER THE COMMUNITY REQUEST FUND The City Council of the City of Port Townsend, Washington, d~0es resolve as follows:. / WHEREAS, the purpose of the Community Request F/und is to provide funds for advertising, publicizing, or otherwise distributing information for the purpose of attracting visitors and encouraging tourist expansion within the City of Port Townsend, as interpreted by the Port Townsend Marketing and Promotion Plan (see RCW 67.28.210); and WHEREAS, funds available under this program are revenues received by the City from the transient rental income section of the Washington state excise tax levied on lodging in hotels, motels, tourist courts, trailer camps, campsites, and bed and breakfasts within the city limits; and WHEREAS, the Tourism Advisory Committee Group ("TAG") has been appointed by the City as the administrative body for these functions; and WHEREAS, TAG has created a Community Request Fund ("CRF") subcommittee for the purpose of considering CRF allocations; and WHEREAS, the subcommittee evaluation criteria includes consideration of (1) the type of organization (nonprofit, charitable, etc.); (2) relationship of the request to adopted TAG goals, objectives, and strategies of the Port Townsend Marketing and Promotion Plan; (3) the relationship of the request to the statutory purpose of the CRF; (4) whether it is an off- season/shoulder season event; (5) the amount, percentage, and source of matching funds; and (6) the benefits to the community; and WHEREAS, all applications will be screened by the CRF subcommittee and if found to be consistent with the purpose of the enabling legislation, evaluated by the subcommittee; and WHEREAS, recommendations for funding will be forwarded to the entire TAG committee for recommendation to the City Finance Committee; and WHEREAS, under TAG's requirements, all successful applicants must acknowledge TAG funding in all publications, provide TAG with a brief written report and conclusions regarding the effect of the event in relation to TAG goals and of TAG funding, within 30 days of event completion, and provide a post-event presentation to TAG, if requested; and WHEREAS, TAG has requested that it be able to bring its recommendations to the Finance Committee, rather than the full City Council, in order to expedite the process, NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port Townsend as follows: 1. The Finance Committee is hereby authorized to review TAG's recommendations at its regularly scheduled meeting, and to make final decisions on requests for funding under the Community Request Fund; and 2. The funds available under this authority shall not exceed the budgeted amount, and the maximum funding available for each request is $1,000.00; and 3. The Finance Committee shall consult with the City Attorney's Office as necessary to determine the legality of a particular request; and 4. The Finance Committee, in its discretion, may choose to bring a particular request to the full City Council for a decision at a regularly schedule public meeting.
