RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PORT
TOWNSEND ADOPTING THE CITY OF PORT TOWNSEND
EMERGENCY MANAGEMENT PLAN
The City Council of the City of Port Townsend, Washington, does resolve as follows:
WHEREAS, pursuant to Port Townsend Ordinance No. 2452 (codified at Chapter 9.40,
PTMC), the City of Port Townsend adopted an Emergency Management Program, including
adoption of emergency management policies, providing for the continuity of government and
establishment of emergency operations procedures, and requiring the preparation of an Emergency
Management Plan; and
WI-IE~S, pursuant to Ordinance No. 2452, PTMC 9.40.040, the Emergency Services
Director (Port Townsend Chief of Police) was directed and authorized to prepare an Emergency
Management Plan; and
W/tEREAS, in accordance with Ordinance No. 2452, with the assistance of R.W. Hamlin
& Associates, and with the participation of the Mayor and City departments, the Emergency
Management Director has prepared an Emergency Management Plan, which has been reviewed
by the City Council; and
WHEREAS, in the Emergency Management Plan, the City has developed a disaster
preparedness strategy for the City of Port Townsend, consistent with the unique needs, capabilities
and resources of the Port Townsend community, the requirements of the law, and in cooperation
with adjacent jurisdictions; and
WHF_REAS, the Emergency Management Plan has been prepared to meet the requirements
of Chapter 38.52 RCW (Emergency Management) by providing for an emergency management
strategy and coordination of all emergency management response resource; and
WHEREAS, the Emergency Management Plan provides for an overall emergency
management policy, program, and management strategy; the coordination of ~first line" emergency
services; strategic Planning, disaster analysis, emergency operation center management,
communication and coordination; materiel support, supplies and equipment; emergency f~scal
management, procurement and employee welfare coordination; emergency relief and assistance,
including emergency shelter and housing and emergency assistance to individuals and families;
and implementing a strategy for disaster recovery; and
WHEREAS, the City Council's Public Safety Committee met on August 9, 1996, and
recommends that the City Council adopt the Emergency Management Plan and that the City
Council Public Safety Committee take the lead to establish the Emergency Management
Committee subject to City Council confirmation of the appointments; and
WHEREAS, having reviewed the Emergency Management Plan, the City Council finds
that the Plan is consistent with, and implements PTMC 9.40,
NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Port
Townsend that the Port Townsend Management Plan is hereby approved and adopted. The City
Council directs the Emergency Management Director to circulate the Plan to all appropriate City
departments, and state and local agencies and organizations involved in municipal emergency
preparation and planning. The City Council's Public Safety Committee shall establish the
Emergency Management Committee, subject to City Council confirmation of the appointments.
ADOPTED by the City Council of the City of Port Townsend and signed by the Mayor
on this 5th day of August, 1996.
