Types of Open Space
The 2020 Adopted PROS plan outlines open space primarily focused on the City Park
System. It does not recognize other types of open space. Open Space is typically
associated with natural environments, but in a City differing types of open space
provide different public benefits. For example, Tyler Plaza is an active urban open
space. Some types of open space in the inventory include:
• City, County, and State Parks (active, passive, nature, wildlife, etc.)
• Other public facilities (Stormwater ponds, city buildings such as Mountain View,
Fairgrounds, Schools, etc)
• Private Open Space set asides (Lynnsfield, Rosecrans Terrace, etc.)
• Right of way, both developed and undeveloped. Right of ways can be enhanced
with public amenities such as landscaping. Undeveloped right of ways serve as trail
corridors, pocket nature areas, viewpoints, etc.
• Critical areas such as wetlands, bluffs, water bodies.
• Working open space includes boat yards and marinas that are publicly accessible.

parcels within the Cappy'se, over the years. City ownership

This subcommittee needs to develop options for PRTTAB and PC
consideration. Ultimately, they will be amended and/or forwarded to City
Council for final decision. Staff presents the following 3 options for
subcommittee discussion.

targeted housing.

Open Space White Paper
Staff is in the process of developing an open space white paper. The
white paper will include the following topics.
o History of PT — Changing landscapes
c) PROS Plan review
o Data analysis
Legal principles to consider in preservation strategy development
Policy considerations for Advisory Board Recommendations and
Council Decision for update of PROS plan.
Continue to review entire City open space with the goal of answering these
questions:
Where are active Parks needed?
What type of parks are needed and where.?
How much passive open space areas is needed with Critical Areas,
Cappy's, Undeveloped Right of way, Kah Tai, Bishop Canyon, Sather, the
State Park, private set asides, and other open space?
How does the City balance affordable housing, fiscal sustainability, and
open space?
o How can the City partner with the JC Land Trust for preservation of
Cappy's?
Answers to these questions and the analysis is ultimately incorporated int
the Comp Plan and PROS Plan updates. i
