NON -VOTING MEMBERS PRESENT: Deputy Mayor Howard (Council Liaison) MEMBERS EXCUSED: Richard Rogers MEMBERS ABSENT: Alyson McWilliams CITY STAFF PRESENT: Marketing and Communications Director Shelly Leavens and City Clerk Alyssa Rodrigues Topic Action Call to Order: Co -Chair Cameron Jones called the meeting to order at 12:35pm. Discussion ensued around attendance requirements. Approval of Agenda: The agenda was approved by consensus. Approval of Minutes: September 12, 2024 Motion: Julia Cochrane made a motion to approve the September 12, 2024, minutes. Public Comment: Public comment was made. Discussion ensued around LGBTQ Commission meeting. EAR Agreement of the Week Co -Chair Stephanie Burns explained the EAR Agreement of the Week process. Discussion ensued around the "Be Accountable & Effect Change" Community Agreement, need for shelters, domestic violence situation, the need for Topic Action accessible and safe housing, "Share Your Wisdom, Speak Your Truth. Make Space For Others To Do The Same" Community Agreement, and "Why Am I Talking?" Community Agreement. Update on EAR Candidate Interviewing: Deputy Mayor Howard provided the EAR Candidate interviewing update which included interviews being complete, recommendation with the Mayor, new member before next meeting, how to welcome new member, teaching them how meetings work, supported onboarding, and the homeless community. Co -Chair Transition Suggestion (To be decided at next meeting) Stephanie Burns explained the Co -Chair Transition suggestion which included co-chair terms, overlapping co-chairs, and suggestion to leave Cameron Jones on as co-chair. Discussion ensued around Cameron's interest in continuing as co-chair and overlapping co-chairs allows for continuity. EAR Workplan Letter Budget Discussion Discussion ensued around workplan budget letter being sent to Mayor Faber, budget meeting notes, Work Plan Budget draft, working committee, context overview, convening public listening sessions, request to Council, locations for City Clerk Alyssa Rodrigues will reach out public listening sessions, budget range, amount of meetings, how many board to attorneys regarding quorum at listening members need to attend, Special Meeting, regular meetings at an organization, sessions. hierarchal feel of Council Chambers, combining work with USAWA around EngageJC, reaching out to certain populations, range of meetings, staffing costs, starting off broadly, need for DEI assessment, public approaching advisory board members, staff involvement, transportation, and other channels for input. Cameron Jones explained DEI Assessment which included Internal Assessment- of "EAR landscape within city operations:, External Assessment- Topic Action of: "EAR landscape within city operations", and Combined Internal and External Assessment- of "EAR landscape operations" , MFR Coaching Assessments, cost estimates, details of assessments, RFP process, and assessment being related to listening sessions. Cameron will find out how long the Discussion ensued around a la carte services, processing/analyzing Bremerton assessment took. information, marketing/communications budget, hired city liaison, groundwork to help inform work, Advisory Boards with budget, importance of budget narrative, HR involvement with DEI assessment, more detailed information, bidding rules, listening session/DEI assessment timeline, how long assessment work takes, need for information from listening sessions for assessment, way to guard identity, clear communication, relying on own expertise, importance of going to where people are, concerns for capacity, building trust, information gathering step, who implements work, don't want a performative board, and strategic plan vs. workplan. Discussion continued around expertise in group and city, concerns around how information is collected and how it is used, Cameron will submit information to the Mayor, budget timeline, Council needs by this upcoming Monday. In response to public comment the Advisory Board discussed the importance of using input when asked for, trust with government in engagement, and the importance of networking. Discussion continued around who will work on narrative, provide itemization, and letter review.
