Civil Service Commission Special Meeting Minutes
Date: March 20, 2024 Scheduled Time: 4:15 p.m. Location: Pink House (Library Learning Center)
Members Present: Troy Surber, Darryl Elmore
Staff Present: Director of People & Performance Cynthia Shaffer (Chief Examiner), HR Generalist Amber Long (Acting Secretary), and
Deputy Police Chief Jeff Thaxton.

Call to Order
The meeting was called to order at 4:38 p.m. by HR Generalist Amber Long.
Introduction of New Member
Darryl Elmore introduced himself to the Commission and staff. He formerly worked
for the City as a Police Officer.
Election of Officers
Amber Long conducted officer elections. The Commission unanimously voted to
elect Troy Surber as Chair and Darryl Elmore as Vice Chair.
Troy Surber chaired the remainder of the meeting.
Approval of Minutes
The minutes of December 19, 2023 and March 14, 2024 were unanimously
approved.

None
Lateral Officer & Academy -Certified Officer
Hiring Lists
The Commission unanimously approved the hiring eligibility lists as presented for
Lateral Officer and Academy -certified officer.
Set Regular Meeting Time
The Commissioners agreed to retain the regular meeting time of 4:15 p.m. on the
second Thursday of each month.
Next meeting
April 11, 2024
Adjournment
The meeting was adjourned at 4:46 p.m.
