HomeMy WebLinkAboutFacilities Maintenance Worker Apprentice Facilities Maintenance Worker Apprentice City of Port Townsend Job Description Facilities Maintenance Worker Apprentice Classification title: Apprentice Working title: Facilities Maintenance Worker Apprentice Department: Public Works Union: Teamsters FLSA status: Non-exempt Wage Classification: 7 Hours: Full Time Effective date: Oct. 2023; Jan. 2024; Nov. 2024 Reports to: Facilities and Parks Manager and/or Facilities Crew Chief Civil Service: No JOB SUMMARY Under general supervision performs a variety of tasks in the maintenance, repair and operations to various City facilities, to ensure that facilities are available for use and consistently maintained in a safe and clean condition. Areas of responsibility include, but are not limited to, custodial, carpentry, painting, HVAC operations, plumbing, and electrical trades work. Operates a variety of maintenance and cleaning tools and equipment; and performs related work as required. ESSENTIAL DUTIES AND RESPONSIBILITIES Employee shall meet all requirements of group A of the Core Competencies, and the tasks described in these select competencies are considered part of the essential functions for Facilities Maintenance Worker Apprentice.  Performs maintenance and repair activities to City facilities including painting, plumbing, carpentry, electrical, and concrete work  Conducts routine inspections and maintenance of heating, electrical, and air conditioning equipment; replaces filters; identifies and reports more complex maintenance needs to supervisor  Operates a variety of tools and equipment including bucket truck and power tools when needed to accomplish tasks  Performs custodial duties including restroom cleaning, emptying garbage and recycle cans, sweeping, mopping, and vacuuming  Cleans and maintains facilities to acceptable standards  Inspects facilities and grounds for safety and security; identifies and reports hazardous conditions and facility maintenance needs to supervisors  Maintains basic record keeping of purchases and work activities  Assists with development and implementation of safety programs  Other duties as assigned Facilities Maintenance Worker Apprentice CORE COMPETENCIES: The groups below provide a list of competencies for career path development in this division of Public Works. operations  General understanding of facility maintenance procedures  Demonstrates the ability or have been trained on basic snow and ice removal operations according to City guidelines  Basic custodial operations and trash removal  Entry level work: gutter cleaning, window washing, air filter and light replacement  Basic ability to assess, problem solve and make appropriate decisions to facility maintenance issues  Independently organize work, set priorities, meet deadlines, and follow up on assignments  After a minimum of 6 months of experience, be available to be added to the stand-by rotation calendar Group C Competencies (Mechanical Skills – included to show skills needed for advancement)  Knowledge of backflow preventer and cross connection  Knowledge of and ability to operate pool mechanical systems  Knowledge of electrical, construction, carpentry, and plumbing repairs  Building Operator Certification (BOC) Level I  Performs routine maintenance, such as inspecting gauges, drives, motors, belts, checking fluid levels, replacing filters and other preventive measures  Diagnoses and detects needed repairs and potential problems to structures and equipment including air handler units, HVAC systems, security systems, elevators, generators, and their components  Performs routine maintenance around the building such as painting, fixing structural damage and or window, door or wall repair  Ability to diagnose, repair and restore broken or leaking plumbing to avoid potential water damage Facilities Maintenance Worker Apprentice  Works on damaged electrical wiring when a short circuit or severed wire occurs  Ability to problem solve and maintain building HVAC equipment by keeping climate control in the facility functioning properly  Applies preventative measures to the building to reduce the risk of future problems, such as using a sealant on a flat roof  Operates basic technical diagnostic equipment including but not limited to amp meters, voltage meters, circuit testers, and special diagnostic instruments  Designs and builds a variety of projects including but not limited to walls, shelving, office space, and storage spaces  Detects electrical circuit problems and implements approved repairs  Ability to collect infrastructure data using GIS or building management information systems  Basic ability to read and interpret blueprints  Ability to enter workorder data Group D Competencies (Specific Skills– included to show skills needed for advancement)  Journeyman Certification in HVAC  Journeyman Certification in Electrical  Journeyman Certification in Plumbing  Building Operator Certification (BOC) Level II  Completed a Certified Facility Manager course (CFM) or equivalent  Holds a Boiler Operators License (BOL) or equivalent  Certified Pool Operators License (CPO) or equivalent  Backflow Assembly Tester (BAT) or equivalent experience working with backflows  Ability to serve as a backup to the Crew Chief when not available  Ability to researching technical information and manufacturer’s data and sources for parts and equipment  Interprets plans, electrical schematics, and technical information to troubleshoot and repair the large variety of building equipment and systems found in commercial office buildings  Monitors and maintains safety equipment, including the City’s fire alarm system  Use of meters, gauges, and other test equipment to perform troubleshooting and repairs accurately and efficiently for facilities equipment and systems including HVAC, electrical, lighting, fire alarm, and access control systems  Basic understanding of WISHA and DOSH health and safety requirements in the workplace  Demonstrates solution-oriented problem solving in a facility environment for facility equipment and systems  Organizes, sets priorities, and exercises sound independent judgment within areas of responsibility  Shares skills and trains team members  Ability to operate building systems software  Demonstrates strong customer service skills and establish, maintain, and foster positive and effective working relationships  Ability to process GIS or building management information systems and perform analysis of assets as well as use software to produce reports and informational materials for City staff and the public  Ability to assign workorders and run reports Group E Competencies (Leadership Skills – included to show skills needed for advancement)  Oversees and participates in construction related projects and maintenance repairs Facilities Maintenance Worker Apprentice  Develops and maintains staff work schedules, timesheets, and payroll reports  Assigns and coordinates work and provides needed resources to staff  Inspects work performed in conformance with established standards  Coordinates with other City departments, contractors, and external agencies  Understands and implements the City’s purchasing policy and procedures manual  Receives, reviews and evaluates concerns regarding repair and maintenance services in City facilities determines and initiates appropriate corrective action  Serves as a liaison to the management team  Oversees and leads volunteer groups and individuals  Provides oversight and manages seasonal employees  Performs 1:1 meetings with other team members  Provides mentoring and training to team members  Works with operations manager to develop annual work plan and budget  Assists in tracking each fund within the department budget over the year  Provides manager with recommendations and/or input regarding hiring and employee reviews  Ability to communicate technical elements of the work with the public  Demonstrates assertive management skills in fairly addressing issues with peers, the public, management, and other City employees  Ability to lead, motivate, and inspire crew members to achieve performance goals and maintain high standards of quality and efficiency  Understands and responds to the needs and concerns of team members, demonstrating consideration for their perspectives, experiences and well-being  Skilled in resolving capital replacement program  Maintains reports and other documents pertaining to purchases, contracted services, and other operational needs  Operates various computer programs regularly including Microsoft Word, Excel, and Work management software  Manages workorder system QUALIFICATIONS Required  High school diploma or GED  Valid Washington State driver's license and ability to maintain a driving record acceptable to the City’s insurance carrier  First Aid/CPR certification or the ability to obtain within the first 12 months in this position  Traffic Control and Flagging certification or the ability to obtain within 6 months in this position Preferred  Experience working with basic hand tools and power tools  Experience using a maintenance management software program Facilities Maintenance Worker Apprentice  Current First Aid/CPR/AED Certification  GIS and GPS mapping experience WORKING CONDITIONS This position requires being onsite working indoors and outdoors during all types of weather; repeated walking, bending, stooping and lifting; the ability to occasionally lift up to 60 lbs.; vision and hearing at level required to perform essential functions (may be corrected); and a full range of motor skills.
