JOB SUMMARY
Under general supervision performs a variety of tasks in the maintenance, repair and operations to
various City facilities including buildings, wastewater and water facilities to ensure they are consistently
maintained in a safe and clean condition. Areas of responsibility include assessing, maintaining,
operating and repairing electrical and mechanical components for City facilities and participating in
routine maintenance for City facilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Employee shall meet all requirements of groups A, B and C, 5 of group D of the Core
Competencies, and the tasks described in these select competencies are considered part of the
essential functions for Apprentice Electrician.
Installs and monitors performance of installed electrical equipment for hazards, adjustments,
or replacement
Repairs, installs, replaces, and tests electrical circuits using appropriate tools and testing
instruments
Performs maintenance and repair activities to City facilities including painting, plumbing,
carpentry, electrical, and concrete work
Conducts routine inspections and maintenance of heating, electrical, and air conditioning
equipment and systems; replaces filters; identifies and reports more complex maintenance
needs to supervisor
Ensures proper care in the use and maintenance of equipment and supplies; promotes
continuous improvement of workplace safety and environmental practices
Maintains and repairs electrical distribution for facilities, water pumping stations, sewer lift
stations, odor control stations, SCADA communications, security systems, parks, facilities,
street lighting, and assists with troubleshooting City vehicles.
Reads, employs, and updates electrical panel schedules, control drawings, and building
schematics
Advises Facilities Management Electrical Trades Inspector of non-compliance with NFPA or
UNM standards
Performs a variety of facility maintenance duties and responds to work order requests as
directed
Operates a variety of tools and equipment including bucket truck and power tools when
needed to accomplish tasks
Cleans and maintains facilities to acceptable standards
Inspects electrical components for facilities and grounds for safety and security; identifies and
reports hazardous conditions and facility maintenance needs to supervisors
Maintains basic record keeping of purchases and work activities
Assists with development and implementation of safety programs
Other duties as assigned

Knowledge of NEC (National Electrical Code)
Knowledge of current state electrical laws (RCW)
Knowledge of current state electrical rules (WAC)
Basic understanding of WISHA and DOSH health and safety requirements in the workplace
Basic hand tool and power tool operations
General understanding of facility maintenance procedures
Demonstrates the ability or has been trained on basic snow and ice removal operations
according to City guidelines
Entry level work: gutter cleaning, window washing, air filter and light replacement
Basic ability to assess, problem solve and make appropriate decisions to facility maintenance
issues
Independently organizes work, sets priorities, meets deadlines, and follows up on
assignments
After a minimum of 6 months of experience, ability to be added to the on-call rotation
calendar
Demonstrates strong customer service skills and establishes, maintains, and fosters positive
and effective working relationships
Group C Competencies (mechanical and technical skills)
Ability to work with 120 to 240 V equipment and circuits
Installs and maintains electrical systems and components, including overcurrent protection,
lighting, and wiring
Inspects, tests, and diagnoses issues with electrical systems and components
Performs all work in a manner that meets and follows electrical codes, blueprints, and standards
Tests electrical systems and components to ensure proper functioning
Performs preventative maintenance on electrical systems and components
Knowledge of electrical, construction, carpentry, and plumbing repairs
Performs routine maintenance, such as inspecting gauges, drives, motors, belts, checking
fluid levels, replacing filters and other preventive measures
Performs routine maintenance around the building such as painting, fixing structural damage
and or window, door, or wall repair
Ability to diagnose, repair and restore broken or leaking plumbing to avoid potential water
damage
Ability to work safely on damaged electrical wiring when a short circuit occurs
Ability to problem solve and maintain building HVAC electrical equipment by keeping climate
control in the facility functioning properly
Operates basic technical diagnostic equipment including but not limited to amp meters,
voltage meters, circuit testers, and special diagnostic instruments
Assists with a variety of projects including but not limited to walls, shelving, office space, and
storage spaces
Detects electrical circuit problems and implements approved repairs
Use of meters, gauges, and other test equipment to perform troubleshooting and repairs
accurately and efficiently for facilities equipment and systems including HVAC, electrical,
lighting, fire alarm, and access control systems
Monitors and maintains safety equipment, including the City’s fire alarm system
Ability to collect infrastructure data using GIS or building management information systems
Ability to read and understand blueprints and schematics, materials, and equipment
Ability to enter workorder data
Group D Competencies (division specific skills)
Ability to work up to 480 V 3 Phase motors
Ability to work up to 600 V electrical systems or less
Ability to operate and troubleshoot programmable logic controllers
Demonstrates expertise in pump station equipment maintenance practices
Diagnoses and troubleshoots faulty wiring
Runs tests on generators and other backup systems
Knowledge of (VFD) Variable Frequency Drives
Knowledge Supervisory Control and Data Acquisition (SCADA) systems
Complies with OSHA and other applicable standards
Facilitates purchasing of needed electrical components
Ability to research technical information and manufacturer’s data and sources for parts and
equipment
Operates and maintains extra low volt (<50V or less) systems and low voltage (<1000V), may
repair and maintain motor control centers, programmable logic controls, and variable
frequency drives
Diagnoses and detects needed repairs and potential problems to structures and equipment
including air handler units, HVAC systems, security systems, elevators, generators, and their
components
Ability to use appropriate tools and diagnostic equipment to repair, install, replace, and test
electrical circuits and equipment
Researches, designs and purchases parts for new projects or modifications of existing
electrical systems or equipment
Provides pre-bid and construction review of electrical drawings, specifications, and submittals
for all capital improvement projects with outside firms
Researches, develops, and designs electrical plan schematics and wiring diagrams and
interprets service manuals
Knowledge of and ability to operate pool mechanical systems
Interprets plans, electrical schematics, and technical information to troubleshoot and repair
the large variety of building equipment and systems found in commercial office buildings
Demonstrates solution-oriented problem solving in a facility environment for facility equipment
and systems
Ability to operate building systems software
Ability to process GIS or building management information systems and perform analysis of
assets as well as use software to produce reports and informational materials for City staff and
the public
Ability run work order reports
Trains new and other City employees as needed on the City’s lock out tag out procedures
Group E Competencies (leadership skills – included to show skills needed for advancement)
Ability to diagnose and repair telemetry and electrical controls, industrial motor control
centers, and programmable logic controllers for secondary systems
Oversees and participates in construction related projects and maintenance repairs
Develops and maintains staff work schedules, timesheets, and payroll reports
Assigns and coordinates work and provides needed resources to staff
Inspects work performed in conformance with established standards
Coordinates with other City departments, contractors, and external agencies
Understands and implements the City’s purchasing policy and procedures manual
Receives, reviews and evaluates concerns regarding repair and maintenance services in City
facilities determines and initiates appropriate corrective action
Serves as a liaison to the management team
Oversees and leads volunteer groups and individuals
Provides oversight and manages seasonal employees

Works with operations manager to develop annual work plan and budget
Assists in tracking each fund within the department budget over the year
Provides manager with recommendations and/or input regarding hiring and employee reviews
Ability to communicate technical elements of the work with the public

Ability to read, understand and access safety data sheets (SDS)
Assists in the development of and/or maintains a preventative maintenance program
Assists in the development of and/or maintains a capital replacement program
Maintains reports and other documents pertaining to purchases, contracted services, and other
operational needs
Operates various computer programs regularly including Microsoft Word, Excel, and Work
management software
Serves as a backup to the Facilities Crew Chief when out
QUALIFICATIONS
Required
High school diploma or GED
Knowledge of National Electrical Code, NFPA-70E, OSHA 10-30, and the National Electrical
Safety Code
Active WA State electrical trainee certificate
Valid Washington State driver’s license and driving record acceptable to the City’s insurance
carrier
At least 2+ years of experience working in electrical, boiler, HVAC, and facility maintenance
First Aid/CPR certification or must obtain within 1 year of being in this position
Flagger Training Certification within the first 6 months in this position
Preferred
Considerable experience using a maintenance management software program
Building Operator Certification (BOC) Level I
Building systems software experience
WORKING CONDITIONS
This position requires being onsite working in the field primarily in the outdoors during all types of
weather; repeated walking, bending, stooping and lifting; the ability to occasionally lift up to 60 lbs.;
vision and hearing at level required to perform essential functions (may be corrected); and a full range
of motor skills. This position may require working in confined spaces.
