HomeMy WebLinkAboutParks Operator II City of Port Townsend Job Description Parks Operator II Classification title: Operator II Working title: Parks Operator II Department: Public Works Union: Teamsters FLSA status: Non-Exempt Wage Classification: 21 Hours: Full Time Effective date: 3/7/23; Jan. 2024; Nov. 2024 Reports to: Facilities and Parks Operations Manager and/or Parks Crew Chief Civil Service: No JOB SUMMARY Under general supervision of the division manager, performs a variety of maintenance and repair work to various park and recreation facilities. The City of Port Townsend strives to provide safe, equitable, and inclusive access to parks, recreation and City facilities to foster healthy living and strengthen the bonds of the community. ESSENTIAL DUTIES AND RESPONSIBILITIES Employee shall meet all requirements of groups A, B, and C, 8 of group D, and 4 of group E of the Core Competencies, and the tasks described in these select competencies are considered part of the essential functions for Parks Operator II. • Conducts landscape and ground maintenance and repair activities including mowing, line trimming, tree pruning, weed removal, planting, and irrigation work • Performs maintenance and repair activities to park facilities including painting, plumbing, carpentry, electrical, and concrete work • Operates equipment including backhoe, front-end loader, riding mowers, chainsaws, liner trimmers, and power tools when needed and as qualified • Transports equipment with truck and trailer to varying work sites • Performs custodial duties including public restroom cleaning and emptying garbage cans • Cleans and maintains park facilities to acceptable standards • Maintains basic record keeping regarding purchases and work activities. • Enforces park rules through public education and interaction • Works with volunteer groups • Assists with preventative maintenance of equipment in coordination with the Fleet division • Assists with development and implementation of safety programs • Other duties as assigned CORE COMPETENCIES: To show competency for these skills, the employee must have worked in an equivalent position for another agency or worked for the City for a minimum of one year demonstrating the skills for this position. Parks Operator II Parks Group A Competencies • Provides essential services as a front-line worker • Works well in a team • Shows the ability to effectively interact with the public • Demonstrates safe work practices • Supports cross-team functionality and collaboration • Effective and efficient communication with team members, managers, and other departments, both verbally and in writing, using tact, patience and courtesy to convey instructions, provide feedback, receive feedback, and resolve issues • Communication and interpersonal skills, with the ability to interact with diverse groups of people • Maintains cooperative and effective working relationships with co-workers, peers, management and customers • Flexibility to adapt to changing circumstances, such as shifting priorities, unexpected challenges, or variations in the workload, while maintaining composure and effectiveness Parks Group B Competencies (Entry Level) • Basic hand tool and power tool operations • General understanding of landscape and mowing procedures • Performs snow and ice removal operations according to City guidelines • Basic custodial operations and trash removal • Ability to use city GIS maps for informational purposes, efficient operations, and asset management • After a minimum of 6 months of experience, be available to be added to the standby rotation calendar Parks Group C Competencies (Mechanical Skills) • Ability to operate line trimmers, backpack blowers, hedgers, and chainsaws • Possesses the skillset to operate zero-turn mowers and walk-behind equipment • Considerable tree pruning and chainsaw experience • Knowledge of plant material and basic tree identification • General knowledge of irrigation system operation and repair • Applies herbicides and pesticides as needed or assigned • Basic knowledge of electrical, construction and plumbing repairs • Works with seasonal employees and volunteers to support their work • Ability to collect infrastructure data using GIS applications for asset management. Parks Group D Competencies (Specific Skills) • Member of the Sport Turf Management Association (STMA) or similar association • Backflow Assembly Testers (BAT) or equivalent Backflow Certificate • International Society of Arboriculture Certificate (ISBC) or equivalent Arborist Certificate • Certified Playground Safety Inspector (CPSI, NRPA) • Certified Parks and Recreation Professional (CPRP, NRPA) • Washington State Pesticide Applicators License • Certified Irrigation Tech (CIT) or equivalent certification • Ability to serve as back-up to the Crew Chief when not available • Leads and implements construction projects for park improvements and repair • Oversees and manages irrigation system operation and repair • Safely lead trail maintenance crews, recognize and repair trail maintenance issues Parks Operator II • Demonstrates solution-oriented problem solving in a parks environment for parks equipment and systems • Shares skills and trains team members • Ability to process GIS information and perform analysis of assets as well as use software to produce maps and informational materials for city staff and the public. Parks Group E Competencies (Leadership Skills) • Oversees Volunteer Program and implementation of software and other administrative duties around volunteerism • Develops and maintains staff work schedules, timesheets, and payroll reports • Presents to the Parks, Recreation, Trees, and Trails Advisory Board • Assigns and coordinates work and provides needed resources to staff • Inspects work performed in conformance with established standards • Coordinates with other City departments, contractors, and external agencies • Understands and implements the City’s purchasing policy and procedures manual • Serve as a liaison to the management team • Oversees and leads volunteer groups and individuals • Provides oversight and manages seasonal employees • Performs 1:1 meetings with other team members • Provides mentoring and training for team members • Works with operations manager to develop annual work plan and budget • Assists in tracking each fund within the department budget over the year • Provides manager with recommendations and/or input regarding hiring and employee reviews • Ability to communicate technical elements of the work with the public • Demonstrates assertive management skills in fairly addressing issues with peers, the public, management, and other City employees • Ability to lead, motivate, and inspire crew members to achieve performance goals and maintain high standards of quality and efficiency • Understands and responds to the needs and concerns of team members, demonstrating consideration for their perspectives, experiences and well-being • Skilled in resolving conflicts or disagreements that may arise among team members and customers, using diplomacy, and productive problem-solving techniques • Efficiently manages time and resources to prioritize tasks, meet deadlines, and optimize productivity, while ensuring the safety and quality of work performed by the crew • Assists in the development of and/or maintains a preventative maintenance program • Assists in the development of and/or maintains a capital replacement program • Maintains reports and other documents pertaining to purchases, contracted services, and other operational needs • Operates various computer programs regularly including Microsoft Word, Excel, and Work management software QUALIFICATIONS Required • High school diploma or GED • Valid Washington State driver's license and ability to maintain a driving record acceptable to the City’s insurance carrier • At least 8 years of experience working in parks or related fields • Backflow Assembly Testers (BAT) or equivalent Backflow Certificate or the ability to obtain Parks Operator II within 1 year of being requested by the Operations Manager • Certified Playground Safety Inspector (CPSI) or the ability to obtain within 1 year of being requested by the Operations Manager • State of Washington Pesticide Applicator License or the ability to obtain within 1 year of being requested by the Operations Manager • First Aid/CPR certification or must obtain within 1 year of being in this position • Flagger Training Certification within the first 6 months in this position Preferred • Considerable experience working with landscape equipment and medium equipment such as tractors and loaders • Considerable experience using a maintenance management software program • Current First Aid/CPR/AED Certification • Current CDL Class A or B • Considerable irrigation repair knowledge • State of Washington Pesticide Applicator License • Backflow Assembly Testers (BAT) or equivalent Backflow Certificate • Certified Playground Safety Inspector (CPSI) • GIS and GPS mapping experience • 3+ years’ experience as a job site superintendent or lead *The City of Port Townsend is required by the State of Washington to have a minimum of one NRPA Certified Playground Inspector on staff. *The City of Port Townsend is required by the State of Washington to have a minimum of one current State of Washington Pesticide Applicator License on staff. WORKING CONDITIONS This position requires being onsite working in the field primarily in the outdoors during all types of weather; repeated walking, bending, stooping and lifting; the ability to occasionally lift up to 60 lbs.; vision and hearing at level required to perform essential functions (may be corrected); and a full range of motor skills.
